THIS IS A NATIONAL GUARD TITLE 32 DUAL STATUS TECHNICIAN EXCEPTED SERVICE POSITION.

Position Description # D2929000
POSITION DUTIES: This position is eligible to be used at an Aviation Classification Repair Activity Depot (AVCRAD) or any Army Aviation Facility where the requirement is deemed appropriate by the AVCRAD Facility Supervisor or State Army Aviation Officer (SAAO). The purpose of this position is to pilot UH-60M Blackhawk aircraft in support of the missions and functions of the geographical area.
MAJOR DUTIES:
1. Pilots Utility Helicopter (UH-60 series) when assigned. Routinely operates with short takeoffs and landing capability, in all types of weather, day, and night over a variety of terrains and open bodies of water. Flights are made using landing facilities ranging from modern, improved airport with paved runways and navigational aids to unimproved strips of remote, isolated villages. This position will be required to make reconnaissance and observation flights. Makes test flights and checks all systems in connection with maintenance actions and takes necessary action to correct malfunctions. Participates in all-weather search and rescue operations as required utilizing a thorough knowledge of the terrain features of the geographical area. Conducts flight checks following repairs, maintenance, or installation of approved aircraft system modifications. Responsible for transportation of cargo and transporting passengers, among a variety of familiar destinations
2. When Required, performs maintenance operation checks (MOCs) and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair or replacement of components or aircraft systems. Performs general test flights of aircraft upon completion of extensive disassembly, reassembly, and maintenance, repair, or replacement of parts where tests cannot determine the safe and or proper functioning of aircraft components or systems; and ensures the airworthiness component or aircraft systems. Performs acceptance test flights of new aircraft when required.
3. Serves as a member of a board pertaining to aviation accidents, flight evaluation, collateral investigations, standardization, and federal recognition.
4. Performs other duties as assigned.

  • This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Male applicants born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered, or you are not eligible for appointment in this agency.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a 2 year probationary period.
  • Participation in direct deposit is mandatory.
  • U.S. Citizenship is required.
  • Required to obtain and maintain a satisfactory security clearance, AND, as a minimum, a completed National Agency
    Check (NAC) prior to assignment.
  • The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The employee is subject to random drug testing
  • Incumbent must possess and continue to maintain a US Army Class II Flight Physical.
  • Employee will be required to wear and use personal protective equipment as required and provided by the employer.
  • Qualified and current in UH60M Blackhawk.

All personnel applying for this position who do not meet the minimum military grade requirement MUST provide the proper signed memorandum from your respective Military Personnel Office (MILPO for ARNG, FSS for ANG) to prove eligibility to obtain the required grade upon accepting the position.
GENERAL EXPERIENCE: All applicants must have at least one year of foundational experience in a primary piloting position or in a military aviation program. This experience must demonstrate a working knowledge of aircraft operations, flight theory, air navigation, meteorology, and strict adherence to flying directives and safety regulations.
SPECIALIZED EXPERIENCE: All applicants must possess at least 12 months of specialized experience equivalent to the GS-09 level. This experience must include:
  • Planning, preparing, and executing tactical flight missions under varying weather and terrain conditions.
  • Performing detailed pre-flight aircraft inspections and equipment assessments.
  • Operating as a qualified Pilot or Pilot-in-Command (PIC) specifically in the UH-60M Blackhawk helicopter.
  • Conducting crew briefings and ensuring all flight operations comply with standard operating procedures and air traffic control regulations.

DEFINITION FOR AREAS OF CONSIDERATION
Area 1: Current On-board Title 32 Technicians (Tenure: 1-Permanent, 2-Conditional, 3-Indefinite) and Permanent AGRs in the West Virginia National Guard at the advertised location.
Area 2: Current On-board Title 32 Technicians (Tenure: 1-Permanent, 2-Conditional, 3-Indefinite) and Permanent AGRs in the West Virginia National Guard.
Area 3: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS).
Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment.
Permanent Change of Station: PCS funds are not available for this position.
Incentives: Relocation and Recruitment Incentives may be authorized for this position.
All WVNG positions are pending availability of resources and funds.
