Job description

Estimator / Project Manager- Utilities Construction

Office Location: Kearneysville, WV

Our Client, a well-established underground utilities construction company, is seeking a highly motivated and detail-oriented Estimator / Project Manager to join their growing team. Their Corporate office is in the eastern panhandle of West Virginia near Martinsburg. This Estimator / PM will be office based in Kearneysville with the ability to visit customers and project sites on-need basis. The qualified candidate will need to understand underground utilities and treatments plants construction as the company is expanding these projects throughout WV, PA, MD, VA into OH.

This position is responsible for preparing competitive bids, managing awarded projects from preconstruction through closeout, and ensuring projects are completed safely, on schedule, within budget, and to the highest quality standards. The ideal candidate has experience in heavy civil, underground utility, water and sewer infrastructure, or environmental construction and is proficient with HCSS Heavy Bid estimating software.

Essential Duties and Responsibilities

Estimating

  • Prepare accurate cost estimates for public and private construction projects.
  • Review plans, specifications, geotechnical reports, and contract documents.
  • Perform quantity takeoffs using electronic plans and estimating software.
  • Develop labor, equipment, material, and subcontractor pricing.
  • Solicit and evaluate vendor and subcontractor quotations.
  • Prepare bid summaries and recommendation packages.
  • Attend pre-bid meetings and site visits.
  • Identify project risks and value engineering opportunities.
  • Maintain estimating databases, production rates, and historical cost information.
  • Submit bids in accordance with owner requirements and deadlines.
  • Utilize HCSS Heavy Bid to prepare and maintain estimates.

Project Management

  • Manage projects from award through final completion.
  • Prepare project budgets and schedules.
  • Conduct project kickoff meetings.
  • Coordinate subcontractors, suppliers, and field personnel.
  • Monitor project costs and productivity.
  • Manage procurement of materials and equipment.
  • Review and approve subcontractor invoices.
  • Prepare owner billing applications.
  • Manage change orders, RFIs, and submittals.
  • Maintain project documentation and contract compliance.
  • Perform project forecasting and cost-to-complete analysis.
  • Ensure timely project closeout documentation.

Qualifications:

  • Bachelor’s degree in construction management, civil engineering, or related field preferred - Equivalent construction experience will be considered.
  • Minimum 3–5 years of estimating and/or project management experience in heavy civil or underground utility construction (Experience bidding municipal and DOT projects preferred).
  • Experience with:
    • Water and sewer infrastructure
    • Site development
    • Environmental construction
    • Excavation
    • Earthwork
  • PMP Certification is highly preferred.
  • Experience using either (or both) InSite, AGTEK.
  • Ability to manage personnel and project timelines effectively.
  • Proficient in trouble shooting and problem solving.
  • Valid Driver’s License with acceptable MVR.
  • Criminal background check and Drug testing required.

Compensation, Benefits and Schedule Overview:

  • Salary rate based on experience
  • Office based position with the ability to visit customers and project sites on-need bases
  • Typically, daytime shifts but evenings, weekends and holidays may be required
