GENERAL PURPOSE OF THIS JOB (Summary)

The Recruiter will research, develop, and implement effective full-cycle recruiting and staffing strategies, including proactive headhunting and direct sourcing of passive candidates, to attract a diverse pool of qualified and capable talent for Cementation USA, Inc. This role requires familiarity with the mining, underground construction, and heavy civil industries in order to identify, engage, and attract skilled trades, technical, and professional talent for specialized and hard-to-fill positions.

ESSENTIAL DUTIES & RESPONSIBILITIES

Functional Responsibilities

  • Develops, facilitates, and implements all phases of the recruitment process, from requisition through offer, for corporate, technical, and field-based mining positions.
  • Proactively headhunts and sources passive candidates through direct outreach, cold calling, networking, and research-based sourcing methods, rather than relying solely on job postings and inbound applicants.
  • Builds and maintains an ongoing pipeline of qualified passive candidates for recurring and hard-to-fill roles within the mining and underground construction industry, including skilled trades, engineering, and site leadership positions.
  • Utilizes LinkedIn Recruiter, Boolean search techniques, industry databases, and professional associations to identify and engage candidates with mining, underground construction, or heavy civil experience.
  • Builds relationships with mining and trade schools, technical programs, and industry associations, such as the Society for Mining, Metallurgy & Exploration (SME), to develop long-term talent pipelines.
  • Attends and represents Cementation USA at mining industry conferences, trade shows, and career fairs to network with prospective candidates and build the company's employer brand.
  • Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria, including those specific to mining and field operations roles.
  • Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization, balancing active postings with direct headhunting efforts.
  • Assists with job posting and advertisement processes across general and mining industry specific job boards.
  • Screens applications and resumes, and directly engages sourced candidates to assess qualifications, interest, and fit.
  • Schedules interviews; oversees preparation of interview questions and other hiring and selection materials.
  • Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders.
  • Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, relocation, and other pertinent details, including considerations specific to site-based mining locations.
  • Maintains awareness of MSHA and other mining-specific certification, licensing, and training requirements relevant to sourcing and qualifying candidates for mining positions.
  • Ensures compliance with federal, state, and local employment laws and regulations, and company policies, including multi-state hiring considerations across Cementation's operating states (UT, NV, CA, SC, CO).
  • Tracks and reports on recruiting metrics, including time to fill, cost per hire, and pipeline development for hard-to-fill mining and technical roles.
  • Performs other duties as assigned.

Health & Safety

  • Work in compliance with all Health and Safety rules and regulations for Cementation
  • Incorporate Health and Safety considerations in all functions and daily activities of the position
  • Monitor work environment for health and safety hazards or infractions and reports the same to Health and Safety Department

QUALIFICATIONS

Education and Experience

  • 3-5 years recruitment experience.
  • 1-3 years of experience in the mining industry.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills with good negotiation tactics, particularly when engaging passive candidates who are not actively seeking a new role.
  • Demonstrated experience with headhunting and direct sourcing techniques, in addition to traditional passive recruiting methods.
  • Ability to create and implement sourcing strategies for recruitment for a variety of roles, including hard-to-fill mining and technical positions.
  • Proficiency with Boolean search, LinkedIn Recruiter, or similar direct sourcing and talent research tools.
  • Proactive and independent with the ability to take initiative and build a candidate pipeline without relying solely on inbound applicants.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.
  • Working knowledge of, or willingness to learn, the mining and underground construction industry, including common job classifications, certifications, and safety requirements.
  • Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems.
  • Proficient with Microsoft Office Suite or related software.
