BLS: PSM Logistics Manager (Contingency Hire)
Program Summary
The Basic Life Support Services, US Embassy Caracas program is a comprehensive initiative aimed at supporting the US Department of State's operations in Venezuela. In addition to providing ongoing base operations and life support services, under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with food service, base camp operations, renovations, and construction.
Job Summary
The Procurement, Supply and Logistics Manager has the overall responsibility to plan, coordinate, and execute supply chain operations for the BLS US Embassy Caracas contract and reports to the Program Manager. This is the single overall manager and point of contact for all logistics planning functions performed on the BLS US Embassy Caracas program. Focus will be on procurement, supply, logistics and property management. Oversees the collection of data and transforms it into actionable products that support strategic planning. He or she uses computer systems from the wholesale to the retail levels to populate data into a historical database. He or she directs, coordinates, and collects data from statements of works, budgets, operational needs, statement taskers, equipment on hand, services, transportation and repair of equipment.
Roles and Responsibilities
  • Maintains a Zero Harm workplace by ensuring safety is the highest priority across all site operations and activities.
  • Develops and manages forecasts for supply funding requirements and procurement needs.
  • Oversees the requisitioning and procurement of materials, services, and supplies to support project requirements.
  • Manages the receipt and inspection of procured equipment, supplies, and services.
  • Coordinates the processing and distribution of equipment and supplies from suppliers to end users.
  • Manages materials, equipment, and supplies to meet the needs of task order offices and operational shops.
  • Oversees warehousing operations, ensuring equipment and supplies are properly stored until required.
  • Conducts regular inventories to maintain accurate asset and stock records.
  • Ensures proper storage, handling, and care of equipment and supplies in compliance with safety and quality standards.
  • Performs other duties as required to support safe, efficient, and effective site operations.

Basic Qualifications
  • Must be a U.S. citizen
  • Clearance Requirement: Secret
  • Bachelor's Degree in Logistics Management, Production Management, Operations Management, or Business Management or related Engineering Field (e.g., Industrial Engineering). Equivalent experience in the logistics field may be substituted for part or all of the education requirement if deemed in the best interest of the company.
  • 10 years of experience in the logistics field with 7 years of experience in a management or supervisory capacity
  • Three years supervisory experience in retail and wholesale supply systems.
  • Personnel management experience with excellent oral and written communication skills.
  • Familiarity and willingness to manage a 24/7/365 operational environment
  • Highly effective organizational, interpersonal, communication, and group leadership skills
  • Ability to reliably operate in a complex and changing environment, demonstrating solid independent judgment
  • Ability to interpret, capture, and manage customer requirements and expectations
  • Must possess a valid State, Country, or International Driver's License.
  • Current US Passport with a minimum of 2 years remaining.

Preferred Qualifications
  • Familiarity with Department of State/Department of War standards and facility management practices.
  • Proven ability to lead diverse teams and implement process improvements in high-security settings.
