Position Summary
The Senior Project Controls Specialist is responsible for supporting the North and West Transmission Field Operations in project scoping, planning, scheduling and cost management; earned value management; change control; problem identification and resolution support. The Senior Project Controls Specialist requires good communications skills that exude a positive, customer-oriented attitude. This position is remote, near Nashville, TN.
Primary Responsibilities
  • Plan and monitor project cost performance.
  • Develop monthly project budget and analyze cost for risk and opportunities.
  • Periodically review the project status by analyzing actual progress and cost as compared to the project plan.
  • Accrual preparation and analysis.
  • Prepare status reports and provide detailed analysis on project status through the use of earned value management techniques and tools.
  • Conduct change control in accordance with established procedures.
  • Prepare work orders as needed for project team.
  • Assist with project creation, funding requests and project closeout processes.
  • Plan, schedule, and monitor schedule performance.
  • Coordinate with various customer and stakeholder organizations on the status of work being performed and process change requests when changes impact project completion dates or budget.
  • Prepare summary and detail level reports which are the fundamental monitoring tool to identify progress and problems with projects.
  • Document project progress and changes, forecast project cost and schedule impacts, and communicate progress updates and projections to team members.
  • Interface with other members of the project team including engineering, construction, procurement, operations and senior management.
  • Travel to project sites to support management reviews, as needed.
  • P6 activity status for capital and program work(Everyday).
  • Data Date Riders for capital and program work(Heavy focus from the project management group right now. (Weekly)
  • Contract plans (as needed).
  • Work Order Closure (Weekly and as notified).
  • 1 month, 3 month, 6 month,1 year look aheads(what works best for respective areas).
  • Resource Curves for each TSC based on crew(annually-normally August).
  • P1 and P2 outages. New tool called P6 and ITOA data alignment tool)(monthly/biweekly/as updated from someone).
  • Estimate input/schedule input at scoping/JPTs.(Important to try and reduce schedules or extra activities not needed.
  • Meetings
    • West and North PMTM Meetings(Weekly)
    • PCS Meeting with all transmission PCSs(Monthly)
    • West and North Program Meeting(Monthly)
    • Attend Weekly TSC Planning Meetings(if time permits with all the other conflicting meetings)
    • Scoping Meetings(if time permits with all other conflicting meetings)

Required Education and Experience
  • Associate or Bachelor's Degree in a technical or financial/business field, or related field desired plus 3 years of progressively responsible project control experience.
  • Detailed knowledge of project control practices, methods, procedures.
  • PMP Certification by the Project Management Institute or AACE certification is desired.

Job Knowledge/Qualifications
  • Demonstrated application of project control concepts, processes, methodology, and techniques.
  • Demonstrated experience in cost engineering practices such as performance analysis, business planning, budgeting, economic analysis, cost control, forecasting, etc. with ability to query company financial accounting system for detailed cost analysis.
  • Demonstrated ability to effectively communicate at all levels of management including executive management.
  • Demonstrated ability to schedule work activities in Primavera, P6.
  • Demonstrated ability to use PC based software (Word, Excel, Access, Power Point).
  • Working knowledge of business planning processes and supporting budgetary, financial & workforce planning processes.
  • Demonstrated ability in problem solving and analysis.
  • Working knowledge of resource, cost and schedule integration.
  • Familiarity with the concept of how risk management tools work and are used and applied on a project.
