Job Title

Vos missions en quelques mots

La commune de Gournay-sur-Marne (7000 habitants), membre de l'Etablissement Public Territorial Grand Paris Grand Est, is located in the small Parisian suburbs in a privileged green and suburban setting, bordered by the Marne. Under the responsibility of the Director of Urbanism, you will be in charge of the instruction of urban planning authorizations in application of the PLUi, the PPRI, and the Code of Urbanism. You will ensure the accompaniment of the public, the follow-up of procedures in Urban Planning, notably the litigations and participate in strategic files.

Accueil and information of the public; - Instruction of the requests of urban planning (building permits, preliminary declarations, signs, certificates of urban planning), from their registration to their delivery, notification, display, management of the dashboards; - Use and management of the OXALIS professional software; - Verifications of use on the field, control of the conformity of the constructions, follow-up of the litigations in matters of urban planning (Procès-verbaux of infraction, appeals…); - Diverse administrative management in urban planning (certificates of numbering, decrees of delimitation, attestations…); - Follow-up of the evolutions of the regulatory documents framework (PLUi, RLPi) in connection with the institutional partners; - Links with different institutional partners (EPT, ABF, concessionaires, prefecture,…); - In charge of the legal watch, legal support within the service and the direction in matters of the right of the soils; - Collaboration to the organization of the service, to the internal procedures and tools of management.

Profile Sought

You have a formation linked to the domain of the Urban Planning and of the right of the soils. Competencies- Capabilities to acquire an expertise and a technicality of the right of the urban planning and of the regulations ; - Writing qualities- Mastery of the informatics tools and aptitude to the follow-up of the dashboards and of the databases ; - Knowledge of the software OXALIS appreciated ; - Notions in the domains annexes to the urban planning appreciated (technique, construction, building…) Qualities sought- Great rigor, organization, method and discretion- Autonomy and reactivity in the instruction of the files, in the respect of the procedures and of the delays- Sense of the welcome and of the public service, of the work in team, transversality- Ease of relation and capacities of dialogue- Capacity to adapt to the necessities of service- Driving license appreciated
