The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country.
This position is located in the Office of the Chief Financial Officer (OCFO), Office of the Assistant CFO for Systems (ACFOSYS), Financial Data Reporting and Analysis Division. The mission of OCFO is to lead the Department's Headquarters and Field Office officials toward the understanding and practice of sound financial management in program development and operations, and in the stewardship of public resources.
As a Data Scientist (Senior Data Scientist), you will:
-Serves as a Data Scientist with the responsibility for development, management, control, coordination, and execution of data analysis requirements for OCFO, which requires technical expertise across the data life cycle (i.e. data collection, ingestion, storage, modeling, access, integration, analysis and decision support). Leverages data tools, programming skills, data visualization and advanced analytic techniques to support the OCFO mission.
-Works with teams to develop data products and definitions. Uses appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data.
-Constructs data pipelines using complex tools and techniques to handle data at scale. Conceives, plans, and conducts projects to include data convergence efforts for migration to cloud.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.
Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A one-year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.

Qualifications
You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE:
Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
- Collaborating with teams to coordinate and perform quantitative and qualitative analysis for financial cross- sectional
data; AND
- Collecting and interpreting data through multiple mechanisms (e.g., surveys or HUD systems) for data analysis; AND
- Preparing expert analysis and delivering high level technical/narrative reports to stakeholders for making program
decisions; AND
- Reporting results or trends in graphs, charts, or dashboards.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
INDIVIDUAL OCCUPATION REQUIREMENT (IOR):
To be qualified for this position, you must meet the basic educational and/or work experience requirements for Data Scientist positions in the federal government. These requirements are:
A) A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B) A combination of education and experience with courses equivalent to a major field of study (30 semester hours/45 quarter hours) as shown in paragraph A above, plus additional education or appropriate experience.
