Position Overview

This position is accountable for the development and implementation of the engineering policies. Implementation of policy is accomplished through revisions of the Bureau of Design and Environment (BDE) Manual. The incumbent teaches Roadside Safety and Pavement Design classes and assists with the Geometric Design Program development classes. This position is also accountable for reviewing and assisting districts with geometric design.

Essential Functions
  • Develops and implements the engineering policies which govern structural pavement design and pavement rehabilitation.
  • Coordinates with the Bureau of Safety Programs and Engineering (BSPE) on the development and implementation of the engineering policies which govern roadside safety.
  • Reviews selected district Intersection Design Study (IDS) and other geometric design features to ensure policies are being met.
  • Maintains effective liaison with district staff and other central bureaus and offices for the purpose of obtaining policy and design input, providing policy and design interpretation, and resolving policy and design implementation issues.
  • Teaches the Pavement Design and Roadside Safety classes and assists with the Geometric Design Program development classes.
  • Makes presentations on policy and design revisions at various meetings throughout the state.
  • Participates in a bi-annual condition rating survey of the interstate system and coordinates with the Office of Planning and Programming (OPP) in the preparation of the pavement rehabilitation program.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
  • Five years of experience in civil engineering.
Preferred Qualifications
  • Knowledge of modern methods and techniques applicable to the design, construction, and maintenance of highways.
  • Strong organizational, presentation/training, and self-motivational skills.
  • Ability plan, organize, and execute technical program requirements.
Conditions of Employment
  • Requires a valid driver's license.
  • Requires frequent statewide and occasional out-of-state travel with overnight stays.
  • Requires successful completion of a background screening.
