Job description

SG Development & Consulting, Inc. is seeking a skilled and dependable Underground Utility Technician/ Pipe Layer to support federal and commercial infrastructure projects involving underground utilities, stormwater systems, and water/sewer maintenance operations. This position plays a critical role in maintaining, repairing, and installing essential utility systems in accordance with federal, state, and local standards.

Position Overview

The Utility Technician will perform hands-on field work involving water distribution systems, sewer collection systems, and stormwater infrastructure, including excavation support, repairs, installations, and system maintenance. This role requires strong mechanical aptitude, safety awareness, and the ability to work in physically demanding outdoor environments.

Key Responsibilities

  • Perform maintenance, repair, and installation of water, sewer, and stormwater utility systems
  • Assist with excavation, trenching, shoring, and backfilling operations in compliance with OSHA standards
  • Locate, expose, and mark underground utilities in coordination with utility locating services
  • Repair or replace water mains, service lines, valves, hydrants, manholes, and related infrastructure
  • Respond to emergency utility failures, leaks, and system disruptions
  • Operate construction and utility equipment (e.g., skid steer, mini excavator, trench box systems, pumps) as qualified
  • Read and interpret utility maps, blueprints, as-builts, and work orders
  • Ensure adherence to all safety regulations, confined space protocols, and federal contract requirements
  • Document daily work activities, material usage, and job progress accurately
  • Maintain tools, vehicles, and assigned equipment in proper working condition

Minimum Qualifications

  • Experience in utility construction, water/sewer maintenance, excavation, or civil field work preferred
  • Working knowledge of underground utility systems (water, sewer, storm drainage, or similar infrastructure)
  • Ability to perform physically demanding labor in outdoor environments year-round
  • Ability to lift 50–75 lbs and work in trenches, uneven terrain, and confined spaces
  • Valid driver’s license required (CDL preferred depending on assignment level)
  • Ability to follow federal safety standards including OSHA excavation and trench safety requirements
  • Strong attention to safety, detail, and teamwork
  • Must be able to successfully pass a drug screening and federal background check
  • US Citizen

Preferred Qualifications

  • Experience on federal, municipal, or large infrastructure projects
  • OSHA 10 or OSHA 30 certification
  • Confined space entry certification
  • Equipment operation experience (excavators, skid steers, trenchers, vacuum excavation systems)
  • Familiarity with utility locating practices and subsurface utility engineering (SUE) concepts

Work Environment

  • Field-based role on active construction and utility sites
  • Exposure to outdoor weather conditions, heavy equipment, and traffic-controlled work zones
  • May require overtime, emergency call-outs, and variable schedules depending on project needs
