Position Description
The Environmental Specialist will use analytical methods and techniques in researching and examining a wide range of enforcement, legal, environmental protection, environmental management, and related administrative support issues and functions. As a result of these analyses, the Inspector / Investigator will make recommendations to managers on how to resolve problems, propose approaches, or take some other course of action that promotes the accomplishment of program objectives.
Responsibilities will include:
- Obtain and review facility files, and note all significant violations and any trends of non-compliance;
- Inspect facilities within jurisdictions where significant violations and notable trends of non-compliance are identified during the file review process;
- Document all violations observed during the inspections using field notes and photographs.
- Prepare comprehensive UST inspection reports;
- Issue appropriate letters to the facility owner/operator based on the findings during the inspection;
- Serve as a technical specialist investigating cases of violations and recommending enforcement actions;
- Evaluate information gathered as a basis for determining appropriate regulatory action;
- Develop reports for actions taken and settlements reached on enforcement cases;
- Provide guidance and support for compliance with enforcement activities by the State;
- Coordinate with Cal/EPA, the Certified Unified Program Agencies (CUPA), and local implementing agencies to target recalcitrant facilities and conduct on-site visits, if necessary;
- Provide compliance assistance in the field to owners and operators of USTs;
- Prepare quarterly and annual reports to update the U.S. Environmental Protection Agency and the State Water Boardโs UST Leak Prevention Unit on the work that has been conducted and trends and issues that have been observed.
- Work will be performed at the State Water Boardโs office located in downtown Sacramento, CA.
- Employee is expected to work from a State-approved desktop computer, as the content of the work is potentially confidential and files cannot be removed. For days that the State Water Boardโs office is closed, Redhorse will provide a laptop to work from.
- An understanding of the principles, practices, and theories of UST construction, monitoring and leak detection methods and UST program management is preferred by the employee to serve as an authority in identifying, defining, and resolving critical issues for evaluating program development and regulatory compliance.
- Knowledge of the Resource Conservation and Recovery Act, Subtitle I, and of related regulations (e.g., Spill Prevention Control and Countermeasures, Clean Water Act, Oil Pollution Act, and RCRA enforcement and cooperative agreement authorities), policy directives, and guidance.
- Knowledge and skill to evaluate and incorporate the latest developments in UST operations and compliance.
- Ability to analyze compliance status of UST service station facilities within the State of California.
- Ability to determine the nature and extent of non-compliance and whether non-compliance is indicative of internal management. processes or more general problems with overall compliance posture.
- Ability to develop strategies to correct problems, coordinating with appropriate personnel and (where appropriate) determine the need for an environmental study of the problem.
- Ability to review and evaluate UST inspection work of professional staff within the State of California while assessing the effectiveness of the leak prevention program operations and identifying improvements in planning, organization, procedures, policies, and resource utilization.
- Ability to develop productive working relationships with the State and local implementing agencies.
- Ability to effectively communicate policy, regulations, and technical issues with a variety of audiences both verbally and in writing.
- Ability to review trade journals, news releases, and technical reports to identify new technical or economic developments that would affect State enforcement program, informing counterparts of those that are considered significant.
- The employee reports to the Redhorse Project Manager in addition to a State Water Board Supervisor. The employee must have the ability to communicate schedules, deadlines, issues on a regular basis to both supervisors and meet the reporting requirements for each entity.
- Bachelorโs degree in engineering, geology, environmental science or related field
- 1 year experience with similar work, including regulatory interaction experience
- Experience with RCRA Subtitle I and knowledge of the California Code of Regulations (CCR), Title 23, Division 3, Chapter 16 โ UST Regulations and Health amp; Safety Code, Chapter 6.7.
- Experience working with USTs
- Current ICC Certification for USTs/ASTs
- Current 40 hr. HAZWOPER Training

- While performing the duties of the job, the employee is occasionally required to: walk; sit; use hands to handle or feel objects, tools, or controls; reach with hands and arms; balance; stoop; talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- The work is primarily sedentary in nature with about 15-20% of the time being spent in the field and the remaining time will be spent in the office.
- While conducting inspections in the field the inspector may be required to lift heavy covers or endure adverse weather conditions such as extreme heat.
- During the course of conducing field work employee may be required to wear personal protection equipment, including head, eyes and ear protection, work clothes, safety footwear, and gloves.
- The noise level in the work environment may vary from typical office background to noise found in working out in the field which can require hearing protection.
- Some travel is required to conduct the inspections. It is anticipated about 15-20% of the time will be spent conducting inspections which will require travel.
