Position Summary We're excited to offer a hiring incentive of $2,500 for this role. This incentive is available only to new hires and does not apply to current employees. The ULM Crew Chief serves as the field supervisor responsible for directing, performing, and coordinating daily water distribution and wastewater collection maintenance activities.

Works alongside their team while overseeing safety, quality control, documentation, and communication with internal and external stakeholders. They ensure that work is completed in compliance with City standards and regulatory requirements. Crew Chiefs are expected to demonstrate expert-level technical knowledge in both water and wastewater systems, lead field operations, and coordinate crew activities without direct daily oversight.

This position demands strong leadership, the ability to train and evaluate team members, and a high degree of accountability for safety and regulatory compliance. Organizes, coordinates, and delegates work assignments and tasks to crew member, solves on-the-job problems, ensures that repairs are completed in a safe, timely, and efficient manner by crews, and operates equipment as needed.

Monitors crew members day-to-day activities and conducts performance evaluations for each member. Ensures all construction equipment, tools, and safety equipment are kept in good working order and fabricates or repairs equipment/tools as needed. Leads and performs the installation, repair, and maintenance of water distribution and wastewater collection infrastructure.

Determines and secures tools, equipment and materials needed to complete assigned work tasks. Ensures that proper traffic control including signs, barricades, safety equipment, etc. are in use on jobsite.

Collects information to complete work orders and other reports as assigned. Provides feedback and information to appropriate person regarding status of projects and assigned work, problems and/or other areas of concern. Performs process control functions within the water and wastewater systems, to include but not limited to, collecting and analyzing chlorine residuals, proper disinfection of water distribution mains, and analyzing turbidity within the water distribution system.

Performs site restoration including final cleanup of work site, adding fill material, laying sod, and repairing irrigation systems upon damage by city employees. Operates all utility-related heavy equipment including excavators, backhoes, and dump trucks, when required. Reviews work sites, assigns tasks, ensures job site safety, and inspects final work quality.

Creates and maintains required documentation, such as work orders, field inspections, and compliance tracking. Acts as the primary point of contact for customers, inspectors, and other City departments on job-related matters. Provides training, mentorship, and performance feedback to ULM staff.

Participates in and leads after-hours emergency response and rotating on-call coverage. Ensures compliance with TCEQ rules, OSHA safety standards, and City policies. Performs ALL other related duties as assigned.

Position Qualifications Education: High School Diploma or GED required. Experience: Three (3) years of progressively responsible experience in water or wastewater utility maintenance. Public utility systems experience or a related field required.

One (1) year of supervisory experience required. Licenses and Certifications: Must currently possess a valid Texas Class A Commercial Driver's license AND "N" (Tanker) endorsement; Must currently possess a Class C Water (Distribution) license from the Texas Commission on Environmental Quality (TCEQ); Must currently possess a Wastewater Collections I license from TCEQ; Must obtain a Wastewater Collections II license from TCEQ within 12 months of hire; Preference may be given to applicants who already possess both a Class C Water license and a Wastewater Collection II License at time of hire. Conditions of Employment: Must submit to and pass a criminal background, pre-employment drug test, pre-placement medical examination, and job placement assessment (JPA).

Must possess a valid State of Texas Driver's License Class "C" and good driving record as defined by City policy. An applicant who does not possess a Texas Driver's License or proper class will be allowed ten (10) working days after a job offer is made to obtain proper licensing. Other Requirements: Must possess and maintain all required licenses and certifications as a condition of continued employment.

This position is subject to emergency operations. The individual holding this position will be required to work as usual or as needed: during emergency operations, in preparation for prolonged emergency operations and/ or during recovery from prolonged emergency operations as directed by his/her direct supervisor, Department Head or designee, or the City Manager or designee. REQUIRED KNOWLEDGE, SKILLS & ABILITIES Knowledge of: Repairing municipal water and sewer mains; trench/shoring requirements and confined space requirements and procedures; work zone traffic control; project management techniques; methods, equipment, and safety standards related to underground utility line locating, 811 Line Locates process and procedures; TCEQ regulatory requirements, including sampling, disinfection, and line replacement standards; proper traffic control best management practices per the Texas Manual on Uniform Traffic Control Devices (TMUTCD); leak detection, and sewer line inspection; equipment used in the maintenance and repair of water and wastewater systems; and applicable federal, state, and local regulations, regarding operating and maintaining Water and wastewater utilities; proper documentation procedures, such as submitting receipts and justifying expenses; performance evaluation methods and disciplinary procedures in a supervisory setting.

Skilled in: Providing leadership and motivating field crews, assigning responsibility, and following through on jobs to completion; operating equipment and performing physical labor under challenging conditions; managing inventory and making fiscally responsible purchasing decisions for tools, materials, and supplies; coordinating multiple jobs, reviewing documentation, and enforcing safety protocols; interpreting as-built plans and verifying the accuracy and placement of utility infrastructure in the field; using specialty field equipment such as line tracers, acoustic leak detection devices (including handheld, correlating loggers, and lift-and-shift loggers), and push cameras for sewer line televising; providing accurate information needed in reports and memos; communicating with co-workers, other divisions, and the public; utilizing water and wastewater field maps; handling multiple tasks; using hand and power tools; troubleshooting and diagnosing utility leaks; accepting and learning new techniques and implementing them as needed; using a personal computer including Microsoft Office applications, e-mail, and the internet; accepting responsibility for his/her actions; performing work accurately and thoroughly; following instructions, safety practices, and standard operating procedures in performing assigned tasks; communicating effectively, clearly, and concisely both orally and in writing; being punctual and attending work regularly; and working effectively with people regardless of their race, sex, color, religion, national origin, age, disability, gender identity or expression, sexual orientation, veteran' s status, genetics, or job type. Physical Demands and Working Conditions: Must possess mobility to work in the field; strength, stamina, and mobility to climb and descend stairs, and to operate a motor vehicle and visit various City sites. Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.

The job involves fieldwork requiring frequent walking, hiking, and/or climbing in and through operational areas to identify situations, problems, or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate the above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, climb to perform work and inspect work sites, and push, and pull drawers open and closed to retrieve and file information.

Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds. Employees work primarily in the field and may be exposed to loud noise levels, cold and/or hot temperatures, inclement weather conditions, road and/or land hazards, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees work partially in an office environment with moderate noise levels and controlled temperature conditions.

Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.Frequently lifts, carries, pushes, or pulls heavy tools and materials up to 100 pounds. Must be able to climb ladders, work in trenches or confined spaces, and perform tasks from awkward positions. Works in outdoor environments and may be exposed to loud noise, hazardous chemicals, hazardous waste (human waste), weather extremes, and moving mechanical equipment

Frequently walks, stands, kneels, and operates hand and power tools throughout the workday. Uses personal protective equipment including gloves, safety footwear, hearing protection, hard hats, and eye protection. May be required to enter sanitary sewer manholes or storm structures using confined space entry protocols.

Ability to distinguish different colors to read and interpret technical relevant equipment and fluids.
