Turnaround Program Manager Jobs in Texas (NOW HIRING)

Reports To: Coordinator of Special Projects

Salary:  This is a full-time, twelve (12) month position at 232 days with a salary range from $74,229 to $82,587. This is a grant-funded position and continued employment is contingent upon grant renewal.

Job Summary (Primary Purpose): Provide technical management of on-going instructional content reviews, including reviewer assignments and communications, to support the continuous improvement of OER instructional materials used by districts across Texas.

Required Qualifications (Experience, Education, and Certificates):

Minimum Certification/Education:

• Bachelor's degree (required)
• Extensive experience creating advanced spreadsheets to configure solutions tailored to the specific needs of an organization (2+ years required)
• Ability to leverage cloud-based collaboration platforms to build complex workflow processes, automations, and data visualization dashboards
• Ability to maintain data accuracy, validate formulas, and implement best practices to ensure the reliability and consistency of SaaS solutions
• Attention to detail and timeliness of task completion with high-quality control, analytical, and problem-solving skills
• Ability to work productively in a virtual or face-to-face environment to communicate processes and procedures
• Ability to work collaboratively with cross functional teams, including colleagues, supervisors, contractors, ESC staff, and Texas Education Agency (TEA) staff to gather requirements, provide technical solutions, and ensure alignment with project goals
• Excellent verbal, written, presentation, and interpersonal skills
  Proficiency in: Microsoft Office suite, Google Suite, email, and Saas platforms and online software tools.
  

Preferred Qualifications (Experience, Education, and Certificates):

• Master's degree (preferred)

• Experience with landscape of Open Education Resources

• Experience in Texas K-12 public and/or charter institutions

Knowledge and Skills:

• Communicates effectively (verbal and written)

• Able to be highly productive within tight deadlines

• Knowledge of budgeting with a proven track record of fiscal responsibility

• High skill level in Microsoft Excel, Google Sheets, and/or Smartsheet

Major Job Responsibilities/Essential Functions:

• Serve as a representative of ESC Region 13, displaying courtesy, tact, consideration, and discretion in all interactions with other members of the educational community and with the public
• Oversee the review process for OER resources from reviewer assignment through stipend payment
• Manage multiple teams of content reviewers; create workflows, assign reviews, collect summative/formative data, and track stipends
• Provide training and support to ensure a smooth review process and troubleshoot technical issues
• Maintain data accuracy, validate formulas, and implement best practices to ensure the reliability and consistency of cloud-based solutions
• Review of all deliverables for alignment, accuracy, and completeness
• Provide detailed reporting for all aspects of the project, including technical specifications, timelines, areas of concern, and potential solutions to internal and external stakeholders
• Serve as liaison between project staff, review teams, and associated contractors, overseeing communication, timelines, and approvals
• Provide research and inquiry into industry trends and best practices
• Perform other duties as assigned

Budget Responsibilities:

• Budget development and management for all relevant budgets using ESC 13 approved platforms
• Coordinate and support stipend payment logistics of all review teams
• Support project budget and submission of all TEA-required project reports in collaboration with project coordinator and director(s)

• This is an onsite, in person position with the ability to work remotely one day per week up to four days per month.
