Project Description

This position supports delivery of the Department of Veterans Affairs (VA) CSOC-NG II Surge Support contract, with a primary focus on cloud security. The role provides high-level coordination and status reporting across multiple cybersecurity workstreams while leaving day-to-day execution to their respective leads.

Primary responsibilities include supporting the Purple Team lead by breaking large cloud adversarial emulation engagements into manageable, sequenced activities, and driving cloud security process improvements within Cybersecurity Execution Management (CEMS). The role also keeps cloud security initiatives on track by coordinating schedules, facilitating meetings, tracking deliverables, identifying and escalating risks, and providing clear status reporting so the Technical Lead can focus on technical strategy while the government customer retains decision-making authority.

Position Description

As Project Lead, you support the CSOC Surge Technical Lead by maintaining high-level visibility across all Surge Support workstreams while directly managing key cloud security initiatives. You coordinate status reporting across workstreams, support the Purple Team by breaking complex cloud adversarial emulation engagements into manageable phases, and drive cloud security process improvements within CEMS. The Technical Lead retains ownership of technical strategy and project direction.

This role requires a proactive, consultant mindset. You work independently, identify priorities, bring well-developed recommendations, and keep cloud security efforts organized and on schedule. Working closely with government stakeholders, you build trusted relationships, facilitate communication, coordinate activities, and ensure the right information reaches the right people at the right time. Strong project management, organizational skills, sound judgment, and the ability to escalate issues appropriately are essential for success.

What You Will Own:

  • High-level status roll-up across all Surge Support workstreams (VSS, CEMS, CSA/Purple Team, CTS, CIR, TTX, Cybersecurity Risk Register) for the Technical Lead's visibility
  • Decomposition of cloud-focused Purple Team/adversarial emulation engagements into smaller, sequenced pieces the government side can realistically schedule and act on
  • Support for cloud security specific process improvement work under CEMS
  • Meeting logistics: scheduling, agendas, notes, minutes, and follow-up tracking
  • Project status reporting to the Technical Lead and relevant stakeholders, including proactive recommendations
  • Non-technical risk and issue tracking, escalated appropriately

Responsibilities:

  • Maintain a rolling, high-level status view across all Surge Support workstreams by collecting updates from each workstream's own lead, not by owning their task tracking directly
  • Work closely with the Purple Team lead to break down large or complex cloud adversarial emulation engagements into smaller, clearly scoped, sequenced units that align with government stakeholder bandwidth; help build and track the resulting engagement schedule
  • Support process improvement initiatives within CEMS that are specific to cloud security, partnering with the CEMS lead as needed
  • Coordinate with workstream leads (CTS, TTX, and others) on scheduling and dependencies
  • Schedule and facilitate regular project meetings; prepare agendas, capture notes/minutes, and track follow-up actions to closure
  • Proactively identify cloud security delivery risks, gaps, and next steps, and bring forward specific recommendations
  • Build and maintain trusted, credible working relationships with government team leads and division chiefs through reliability, follow-through, and consistent engagement
  • Present project status, progress, challenges, and recommended paths forward in meetings while building a collaborative and team-oriented atmosphere
  • Flag schedule or scope risk early, particularly where government stakeholder bandwidth is a constraint
  • Prepare and distribute status reports covering progress, challenges encountered, and proposed paths to resolution, for Technical Lead review
  • Support non-technical risk and issue tracking: identifying and logging potential issues and proposing options
  • Collaborate with Technical Lead regarding resistance, conflict, or performance

What You Bring (Requirements):

Baseline Requirements:

  • Bachelor's degree in Information Technology, Computer Science, Business, Engineering, or related field preferred (or equivalent experience)
  • Minimum 5 years of experience in project management, preferably within federal cybersecurity or SOC environments; 10+ years preferred
  • Public Trust clearance required
  • Demonstrated experience operating as a supporting/coordinating project lead rather than the primary decision-making authority
  • Demonstrated ability to work autonomously and drive work forward with minimal direction, in a consultant-style engagement model

Technical & Domain Capabilities:

  • Experience supporting federal cybersecurity, cloud security, or SOC programs
  • Cloud experience highly desired
  • Familiarity with cybersecurity technical services concepts (toolset/configuration review, security posture assessment) and adversarial emulation/purple team engagements is a plus
  • Experience developing and managing project plans, WBS, and status reporting, including tracking recurring/cadence-based deliverables
  • Experience coordinating across multiple task leads and technical teams without direct supervisory authority over them
  • Experience with non-technical risk identification and mitigation tracking
  • Proficiency with project management and collaboration tools: Microsoft SharePoint, Planner, Project, Teams, Jira, and ServiceNow
  • Familiarity with cloud technologies (AWS, Azure) and federal IT security regulations preferred
