JOB SUMMARY:

Serves as the technical and administrative authority for RWA facility records, contracts administration, and complex contracts and new services functions. Maintains the official repository of all RWA facilities records while assuming advanced responsibilities for contract interpretation, revenue accounting, regulatory coordination, policy support, and technical oversight.

Responsibilities:

Records, Mapping, and Data Integrity

  • Maintains Technical Master Data
  • Collaborate interdepartmentally to maintain the service tap system and all facility records; ensure completeness and accuracy for all new, abandoned, or replaced infrastructure records.
  • Maintain efficient storage, retrieval, indexing, and security of records and reference maps; manage annual and advancement of digital record systems.
  • Control and secure databases containing sensitive infrastructure information; administer confidentiality agreements and ensure compliance with RWA security protocols.
  • Contact for approval or denial of Well Permit Exception applications from CT Department of Public Health

Maintain organized records to support audits and internal reviews.

Reporting & Financial Support

  • Prepare monthly operational reports for:
    • Hydrants
    • Water services
    • Main Extensions

Contracts, Financial Accountability, and Revenue Oversight

  • Interpret, administer, and monitor contracts related to water; identify risks, obligations, trends, and potential legal issues and advise management accordingly.
  • Direct and reconcile accounting of revenues, refunds, and service connections; assist with revenue projections and reporting.
  • Provide technical and administrative support for reimbursement billing tied to work performed for state, municipal, and external agencies.
  • Compile, analyze, and interpret data for monthly, annual, and regulatory reports, including DPUC reporting and internal management metrics.
  • Approve contracts that are complete, accurate and properly executed

Policy, Planning, and Advanced Coordination

  • Support development, interpretation, and implementation of RWA policies, rules, and procedures related to water services, main extensions, and records management.
  • Provide technical input into capital planning initiatives and annual budget development related to contracts, records, and new services.
  • Assist engineering leadership with research, analysis, and due diligence for new business initiatives and distribution system improvements.
  • Coordinate with municipal, state, and internal RWA stakeholders on complex or high-risk contracts and record matters, including regulatory compliance.
  • Oversee the Authority’s Revenue Protection needs, including loss revenue due to theft

Oversight and Cross-Functional Support

  • Serve as a senior technical resource within the department; provide functional guidance, cross-training support, and continuity during staffing absences.
  • Provide cross-coverage for Contracts Administrator
  • Perform other duties as required to support departmental strategic initiatives, goals, KPIs, and a safe working environment.

QUALIFICATIONS:

Educational Requirements:

  • Associate degree in business, technical, or related field (Bachelor’s degree preferred or equivalent advanced experience).

Experience/Skills/Abilities:

  • Advanced experience (typically 5–8+ years) in a water utility, records management, civil infrastructure, or contracts administration environment.
  • Strong knowledge of mapping, records management systems, revenue tracking, and regulatory compliance.
  • Knowledge in geographic information systems (GIS mapping).
  • Computer skills in Microsoft Word, Excel, Access, SAP, and ArcView GIS.
