MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA's $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region's vast transportation network. Telework

Summary
The Vice President, Project Controls, has broad authority over the functional group's strategy, governance, and direction. The Incumbent has complete decision-making authority over the functional group within the organization's general policies, principles, and ultimate goals. In addition, the person in this role has the latitude to consider organizational direction. Can fully define policies, practices, standards, and guidelines for the entire Project Controls functional group. The person in this role is a well-respected industry fellow in program/project controls responsible for all aspects of program controls activities for C&D (cost estimating, cost control, scheduling, and risk management) for the entire capital program. Works within the Infrastructure Department and sets new Project controls, policies, and procedures for all staff to follow.
Responsibilities
Responsible for overseeing program controls throughout the entire project lifecycle, from the planning phase through final handover to the operating owner. Provides comprehensive program controls support to the Project Executive and multiple project teams within the Business Unit, ensuring effective planning, scheduling, cost management, risk mitigation, reporting, and project performance.
Assists Project Management teams in making decisions for escalated items related to cost estimates, schedules, change orders, claims, time extension requests, and disputes.
Evaluates actual project performance, risk identification/mitigation, and recovery plans on a program level and provides Delivery Office trends/drivers/mitigation strategies.
Reviews and identifies escalated items related to financial reports using actual cost information, forecasted spend per project schedules, and estimated final costs against approved contract funding.
Provides insights and comprehensive reviews for conceptual cost estimates and project duration forecasts.
Oversees the development and presentation of recommendations for feasible risk, compliance, and ROI analyses on projects as needed.
Establishes force account needs for projects.
Establishes continuing education and training criteria to support the ongoing development of project controls teams.
Develops innovative solutions and decision-support tools that provide project management and delivery teams with real-time insights into project health, enabling timely and informed decision-making..
Accountable for the leadership and management of the Program Controls function and continuous improvement.
Education and Experience
Bachelor's degree in Engineering, Architecture, Construction, or Project Management, Business Administration, Transportation, or a related field.
Master's preferred.
Must have a minimum of sixteen (16) years of related experience.
Must have at least ten (10) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.
Licensed Professional Engineer or Registered Architect desirable.
PMI-SP, EVP, CCP, or CPE Certifications are desirable.
Significant experience in project management for major construction projects or projects with highly complex systems is preferred.
Proven proficiency in developing and managing comprehensive project budgets, including accurate cost forecasting, in-depth variance analysis, and implementation of effective cost control strategies to ensure financial accountability.
Extensive experience in identifying, assessing, and mitigating project risks through the development and execution of comprehensive risk management plans and proactive mitigation strategies to minimize impact on project objectives
Must possess proven leadership ability, sound judgment, effective verbal and written communication and interpersonal skills, and the ability to resolve conflicts and balance competing priorities.
Strong ability to prepare and analyze detailed project reports, including cost performance, schedule performance, and risk analysis, to support informed decision-making and ensure alignment with project goals and stakeholder expectations
Demonstrated ability to build relationships and work collaboratively with multiple stakeholders at all internal levels within the organization.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.
