PSE's Transformation & Strategy Enablement team is looking for qualified candidates to fill an open Technical Training Program Manager - Gas Training position!
Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.
Within Operational Training, the Gas Training Team develops and maintains highly technical learning solutions that support the safety, compliance, and operational readiness of Gas Operations employees. The Gas Training Team primarily operates out of the Operational Training Center (OTC) in Puyallup. This position offers hybrid work flexibility and requires reporting to the OTC as needed to support program, business, and training needs.
In this position, you will serve as a Technical Training Program Manager for one or more assigned Gas Training programs. TTPMs lead the design, development, delivery, evaluation, and maintenance of highly technical learning solutions. A successful candidate will have significant experience managing training programs and collaborating with user groups with highly technical and diverse training needs. TTPMs partner with business stakeholders, including operations managers, supervisors, and subject matter experts, to define the training needs of Gas Operations, identify gaps, and continuously improve existing programs. Leveraging subject matter expertise provided by the business, TTPMs determine the learning solutions that will meet business needs. TTPMs then manage the development and delivery of those solutions, leading collaboration among instructional designers, training analysts, other learning and development professionals, along with subject matter experts and key stakeholders. While primarily focused on managing and improving existing Gas Training programs, TTPMs may also develop learning solutions for new business initiatives or support capital projects.
All PSE employees are expected to uphold the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities and promote and support a culture of total safety. Additionally, employees need to demonstrate commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. All duties are to be performed in accordance with all regulatory compliance obligations.
- Manage and continuously improve existing highly technical training programs and develop new programs as needed, within the ADDIE or SAM frameworks and in accordance with complex compliance, operations, systems, and safety requirements.
- Engage with stakeholders, evaluate business problems, and conduct needs assessments.
- Establish and manage program review cycles to evaluate effectiveness and ensure training remains current with changes to regulations, standards, procedures, systems, equipment, and operational practices.
- Prioritize program roadmaps to manage multiple programs concurrently.
- Create and manage the communication strategy for promoting and reporting program/project strategy, priorities, risks, and status of the programs/projects.
- Lead and coordinate the work of instructional designers, training analysts, facilitators, subject matter experts, vendors, and other contributors involved in the development and delivery of assigned learning solutions.
- Manage and maintain vendor partners, delivery media, and eLearning applications for scale and ease.
- Manage training content/updates on SharePoint, LMS, and shared drives.
- Equip and mentor contract or corporate subject matter experts to deliver training.
- Deliver instructor-led training as needed.
- Develop training solutions that are supported by data and objective reasoning.
- Partner with business stakeholders and learning and development professionals to build and improve training programs that meet business needs, produce intended results, and improve operational readiness.
- Support capital projects and other business initiatives by evaluating training impacts and managing the development, delivery, and integration of these learning solutions.
- Learn and demonstrate an understanding of PSE’s business and the market in which it operates.
- Learn and demonstrate an understanding of the mission and goals of PSE, Operational Training, and business partners and stakeholders.
- Communicate frequently with business partners and stakeholders.
- Align the goals of Operational Training with those of business partners and stakeholders.
- Understand the impact Operational Training has on the goals of PSE and stakeholders; report the performance of your program(s).

- Bachelor’s degree and 6 years of training and development, Operations, IT, or Engineering experience; or equivalent combination of education and relevant work experience. Experience developing/translating highly technical field/systems content and/or compliance content into effective learning solutions preferred.

- Working knowledge of adult learning principles, training needs analysis, instructional design methods, professional facilitation, evaluation methods, and learning styles.
- Proven ability to monitor and evaluate a training program’s effectiveness, success, and return on investment and report on the results.
- Experience collaborating with both union-represented and non-represented employees.

The pay range for this position is $94,300.00 - $156,900.00, and this position is eligible for annual goals based incentive bonuses.
