Job description

Basic Function

HF Sinclair in Artesia, NM is seeking a PSM Engineer. Depending on the candidate's experience, this role will steward the PSM program for the site via day-to-day support for operating units. Drive process safety excellence working in conjunction with other disciplines/teams at site. Assure compliance with local, state and federal requirements with respect to elements of Process Safety Management.

Job Duties
  • Interface with other plant functions including Operations, Environment, Health and Safety, Process Engineering, Maintenance, Reliability
  • Work will require working independently as well as part of a team with minimal supervision
  • Support execution of Management of Change (MOC) and Pre-startup safety review (PSSR) processes in process units
  • Provide guidance to site personnel in execution of OSHA Process Safety Management and EPA Risk Management (RMP) programs.
  • Analyzes trends from Process Safety Events and provide recommendations for preventative actions
  • Facilitate Process Hazard Analysis reviews for MOC
  • Conduct investigations for incidents to identify root cause
  • Conduct audits for refinery building facility sitting compliance
  • Prepares documentation and participates in process safety audits/assessments
  • Participates in turnaround process safety preparation and execution activities
    • Collaborate with other departments to assure PSM compliance during TA and prior to startup
  • Participate in team roster coverage for after hours and weekend on call
  • Participate in corporate forums for development of best practice standards
  • Network with peers externally including attending industry conferences 
  • Regularly communicate with the department manager and other leaders to meet site goals and objectives
Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.
Experience
A minimum of 2 to 10 years process safety management experience in petroleum refining, pipelines, terminals and/or oil & gas industry is required. Prior experience working in a petroleum refinery in a process safety role is a pluse.  Level will be commensurate with the candidates knowlege, skills and abilities.   
Education Level
A minimum of a Bachelors Degree in Engineering, or equivalent related work experience and appropriate technical skills in lieu of a degree, is required.  
 
Preferred Education:
 
A Bachelors Degree in Chemical or Mechanical Engineering, or related field, is preferred.
Required Skills
Ability to lead and direct the work of others.  Ability to provide leadership and direction and set expectations for a wide group of employees without direct line reporting.  Ability to influence people outside of direct reporting structure.  Strong interpersonal skills. Working knowledge of OSHA PSM and EPA RMP requirements.  Conversant with process safety hazzard analysis software and PHA methodologies. Working knowledge of Microsoft Office products.  Working knowledge of science, basic refinery operations, and maintenance and engineering practices. Ability to perform intermediate to advanced mathematical calculations; strong reading and writing skills and ability to effectively communicate with others, both verbal and in written communication. Advanced leadership and technical proficiency and professional competence.  Goal-oriented.  Ability to initiate changes and maintain balance of Business Line customer needs in an environment of governmental regulations.  Excellent planning, organizational, leadership, and analytical skills; and ability to present publicly.
 
Preferred Education:

Prior experience with LOPA. Working knowledge of all aspects of Process Safety Management, Incident Investigation (RCA) techniques, and other training focused in areas of responsibility.

Work Conditions
Office based with travel up to 10% of the time by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, and exposure to the risk of electrical shock. Subject to all temperatures, weather and varying road conditions.

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying and pushing and/or pulling up to 10lbs, climbing up to 200ft, the ability to operate and drive all assigned company vehicles at company standard insurance rates, and the ability to wear personal protective equipment - including a respirator.
