17\r\n\r\n\r\nThis position offers a salary range of $33.92 - $36.59/hour, with potential for advancement up to $52.88 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $36.59/year.\r\n

There is ample parking and our offices are located in walking distance to the New Carrollton MARC Train Station.\r\n

POSITION DUTIES

The Division of Finance and Administration is seeking an enthusiastic individual to serve as a Compliance Officer. The Compliance Officer will assist the General Accounting unit's activities based upon the goals and priorities of the Department.\r\n\r\n\r\nThis position performs financial analysis, including examining and interpreting financial data. The employee performs financial analysis including account reconciliation and variance analysis, cash flow monitoring, and accounting functions supporting high-volume statewide financial operations within the General Accounting Unit.\r\nThe position supports the financial analysis and processing of annual expenditures of approximately $800 million, including high-volume RFP disbursements (approximately 30,000 transactions annually), and financial analysis of annual revenue, approximately $600 million, including incoming wires and paper checks. This includes performing AP and AR aging analysis to monitor outstanding balances, identify delays in payments and collections, and evaluate trends impacting cash flow and operational efficiency.\r\n\r\n\r\nThis role performs financial calculations with account reconciliations, including 99DEP, 99CBK, 84175, petty cash, and working fund, and conducts variance analysis to identify discrepancies, unusual trends, and reconciliation differences, ensuring timely resolution in coordination with internal controls, and the Accounting Procedures manual (APM) internal units and external agencies.\r\n\r\n\r\nDHCD/DFA offers limited health benefits, a flexible work schedule and telework opportunities after six months of employment and the ability to work independently. Parking at the Lanham location is free but subject to change. In addition, contractual staff can earn 1 hour of paid time off for every 30 hours worked.\r\n

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university. \r\nExperience: None. \r\nNotes: \r\n1. A Certified Public Accountant (CPA) certification or documentedeligibility to sit for the CPA Examination may be substituted for theeducational requirement. \r\n2. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education. \r\n3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n\r\n Experience using various software such as FMIS, Microsoft Office, andGoogle Suite\r\n Experience with revenue and expenditure projections (i.e., forecasting expenses, overseeing federal grant funding, experience with variant analysis and reporting)\r\n Successful candidates will have strong analytical skills and problem solving skills, creating financial models using advanced excel formulas or preparation and review of financial statements and disclosures.\r\n\r\n\r\n

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, but will be responsible to pay the full premium of these benefits.\r\n\r\n\r\nLeave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n
