Job description

Job Description

The New York City Department of Transportation's (DOTs) mission is to provide for the safe, equitable, and sustainable movement of people and goods and create public spaces that strengthen our communities. The Economics & Analysis team, part of the Policy Unit within the Commissioners Office, conducts economic and data analysis to support agency decision making and to advance agency goals. The team conducts benefit-cost analysis of proposed projects and is building innovative tools to estimate the value provided by DOTs transformative street projects. In addition, the team manages the Citywide Mobility Survey, one of the agencys premier sources of data on New Yorkers transportation behavior. The team also supports divisions across the agency by conducting a range of economic and quantitative analyses. Recent work has included evaluating DOTs E-Bike Charging Pilot, assessing the impacts of congestion pricing, and estimating the societal costs of roadway occupancy by construction projects.
The Economic Analyst position offers an exciting opportunity to work at the nexus of economics, data science, and transportation policy in New York City, under the supervision of DOTs Senior Economist. Responsibilities include:
1. Managing the Citywide Mobility Survey, a key agency tool for understanding travel behavior in New York City;
2. Ensuring the high quality and usefulness of the Citywide Mobility Survey by working with a consultant team to define new survey questions, determine strategies to ensure a representative sample, and validate the resulting dataset;
3. Analyzing survey results and presenting findings to agency decision-makers through memos and presentations;
4. Carrying out a range of analyses of transportation behavior using large datasets;
5. Contributing to DOTs development of innovative models to understand citywide pedestrian and biking/micromobility behavior.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
