Job Summary

The Digital Solutions Senior Systems Programmer Analyst supports the Faculty of Medicine vision To Transform Health for Everyone as a senior individual contributor who provides advanced system-level technical leadership in the design, development, modernization and support of complex educational and administrative platforms and solutions for the Faculty of Medicine community.


This role operates with a high degree of independence and judgment, leading technically complex initiatives that often span multiple systems, integrations or delivery teams. The Senior Programmer Analyst contributes to system-level technical direction, implementation and long term sustainability for assigned platforms, while remaining focused on hands on delivery and system ownership. The role does not carry faculty wide architectural accountability.

Work Performed

SPECIFIC DUTIES:

Acts as a senior technical contributor on our Agile software development team.

Leads the technical design and delivery of high-complexity features, services, and integrations for assigned platforms, assessing dependencies, risks, scalability, maintainability and operational impact.

Provides system-level technical leadership for assigned platforms and services.

Analyzes and evaluates system requirements related to security, scalability, performance, and maintainability.

Leads technical planning and execution for modernization, refactoring, and technical-debt reduction initiatives.

Champions software development best practices, including secure coding, automation, testing, and DevOps.

Owns or co-owns system-level technical designs and implementation approaches for assigned complex systems, ensuring alignment with established architectural direction, coding standards, security expectations, and operational support needs.

Conducts technical reviews and provides actionable feedback on designs and code implementation improve system quality, maintainability, security, and delivery consistency.

Leads troubleshooting and root-cause analysis for complex production issues.

Collaborates with Solution Architects to translate broader architectural direction into system-specific designs, implementation plans, technical standards.

Coaches and mentors junior and intermediate developers and delivery for assigned platforms.

Contributes to documentation of systems, designs, standards, and operating procedures.

Contributes system-level expertise to cross-team initiatives and communities of practice, sharing lessons learned, identifying reusable implementation patterns, and raising risks or dependencies affecting assigned systems.

Supports continuous improvement of delivery tools, processes, and practices.


CORE DUTIES:

Designs, develops, tests, maintains, and supports complex software systems and services.

Develops system-level designs and detailed application specifications.

Evaluates technologies, tools, and frameworks and makes recommendations for system improvement.

Leads implementation of integrations between internally developed and vendor supplied applications.

Defines and improves CI/CD pipelines, testing strategies, and release processes for assigned systems to improve reliability, quality assurance, traceability, and service continuity.

Ensures systems meet privacy, security, and compliance requirements.

Provides expert technical advice and consultation to clients, stakeholders, and team members.

Supports software development lifecycle activities and applies appropriate methodologies and best practices.

Maintains current knowledge of information technology techniques, tools, and trends.

Performs other related duties as required.

Makes decisions regarding the design and development of critical education and administrative platforms and solutions for the Faculty of Medicine. Errors in judgment that impact the reliability, security and privacy of critical education and administrative platforms that may have a significant impact in achieving the strategic goals and vision for the Faculty of Medicine.


Supervision Received

Works with high independence within established objectives, policies, and architectural direction. Work is reviewed in terms of results achieved, alignment with technical expectations, and contribution to overall system outcomes.


  • Reports to the Manager, Delivery and Enablement in the Faculty of Medicine, Digital Solutions, Education Delivery portfolio.
  • Works closely with Product Leads, Solution Architects, and senior technical staff.

Supervision Given

May manage staff and be responsible for hiring, evaluation, discipline and termination. Leads technical aspects of projects or initiatives. Provides technical guidance, mentorship, and coaching to junior and intermediate staff.

  • Provides technical leadership and mentorship within the portfolio.


Minimum Qualifications
Undergraduate degree in a relevant discipline. In-depth knowledge of applications and the business requirements supporting them. Minimum of five years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

Advanced experience with full-stack development (React, Node.js, Java)

Experience designing and supporting complex, integrated systems. (Mulesoft)

Strong expertise in relational databases and data modeling. (T-SQL, Power BI)

Experience with secure, scalable application design.

Proficiency with source control, CI/CD pipelines, and automation. (git, bamboo, docker, playwright)

Experience modernizing legacy applications. (asp.net, Oracle Apex)

Knowledge of software security best practices. (OWASP)

Experience working in regulated or privacy-sensitive environments (information security standards)

Experience with Agile development methodologies. (Scrum, Kanban)
