Job Summary
The Road Foreman is responsible for the safe and efficient movement of trains and oversight of T&E crews for the MARC Commuter Service. They oversee and provide leadership and management of agreement employees. This includes the management and monitoring of employee recordkeeping, efficiency testing, and compliance with all Amtrak, Federal, and State operating requirements. Enforce and manage the rules and regulations for Amtrak policies and operating practices, initiate action for non-compliance and recommend appropriate action for resolution in a consistent and fair manner. Executes and manages the area's safety plan in compliance with federal, state, and local rules and regulations to ensure goals are met. Also, responsible for the safety and efficient railroad operations within assigned territory.
This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak's sole and absolute discretion.
Essential Functions
- Responsibilities include providing leadership, mentoring and guidance to engineers
- Oversee operation in coordination with the road trainmaster in compliance with rules and regulations
- Ensures bulletins, equipment, postings, etc. adhere to labor, federal and Amtrak regulations
- Monitor employees for compliance with policies and operating practices
- Initiate action for non-compliance in a consistent and fair manner
- Manage employees and train operations to optimize OTP and make recommendations to improve performance
- Respond to service disruptions within area of responsibility
- Implement safety plans
- Provide written & oral reports
- Interview, select & manage new-hire locomotive engineers
- Manage and oversee locomotive engineer certification requirements
- Administer engineer recertification courses and operating rules classes
- Conduct efficiency tests, ensure compliance and maintain employee records.
- Ensure engine crews attend training classes, documenting and reporting training; communicate with carrier railroad managers regarding territory operations
- Manage crew base budget for locomotive engineers
Minimum Qualifications
- Bachelor's Degree in Transportation, Business or related field or equivalent work experience, training, and/or education may be considered in lieu of a degree
- 3 years of prior relevant experience required
- Certified class I train service engineer
- Operating experience, with no violations described in CFR 49 part 240.117, as train service engineer and/or as road foreman
- Qualified as a designated supervisor of locomotive engineers
- Experience with or working knowledge of I-ETMS (Interoperable Electronic Train Management System), a Positive Train Control (PTC) safety overlay system
- Qualified on physical characteristics of territory
- Demonstrated experience as Locomotive Engineer
Preferred Qualifications
- Demonstrated supervisory experience, leading and managing others with different levels of expertise
- Demonstrated experience with train operation, crew base, crew management, operations, train handling and service delivery
- Ability to develop and manage an operating budget
Knowledge, Skills, and Abilities
- Superior communication skills encompassing writing, speaking, and presentation
- Proficient in Microsoft Word, Excel, and PowerPoint
- Proficient in CFR 236 Subpart I (PTC) regulations, CFR Part 240 regulations, Amtrak's Airbrake and Train Handling Instruction, Operating Rules, and Safety Rules
- Skilled in developing and delivering comprehensive training and testing programs with proven results
- Demonstrate appropriate leadership traits through practical work experience, such as independence, initiative, collaboration, and mentoring
Work Environment
- Spends approximately 25% of work time in an office setting, utilizing a computer, keyboard, monitor, and mouse to complete various administrative and operational tasks
- Spends approximately 75% of work time in an outdoor railroad operating environment, which includes walking on uneven surfaces and performing physical activities such as reaching, bending, and stretching to board and detrain equipment
- Regularly works extended hours as operational needs require, including being on-call and available to respond to emergencies
- Is considered on duty at all times and must remain available 24 hours a day, 7 days a week, including weekends and holidays
- Frequently operates in high-pressure or crisis situations, requiring timely decision-making based on limited or incomplete information
- Frequently works outdoors and is exposed to varying and adverse weather conditions
- Regularly resolves complex problems involving competing priorities in cognitively demanding situations
- Consistently works in a fast-paced, time-sensitive environment with shifting priorities
- Often manages multiple projects simultaneously
- Subject to travel, sometimes with minimal notice due to service disruptions
The salary for a Road Foreman I is $127,000 and the salary for a Road Foreman II is $137,000. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
