General Function The salary indicated above includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years). Additionally, a 3.8% cost of living increase has been approved for 2027. Reporting to the Public Works Operations Manager and under general direction, administers, maintains, installs, repairs, and troubleshoots electronic systems, including traffic control, radio communications, process control and instrumentation systems, electrical circuits, and associated computer components
Representative Essential Duties and Responsibilities (This list illustrates the types of work that may be performed. The omission of a specific duty does not exclude it from the position.) Designs, installs, programs, maintains, troubleshoots, and repairs traffic signal systems and components, including microprocessor-based controllers, conflict monitors, loop and radar detectors, controller cabinets, field wiring, preemption equipment, traffic signals, warning flashers, rectangular rapid-flashing beacons (RRFBs), and school flashers. Reviews and corrects consultants' plans and specifications for traffic signal, instrumentation, and electrical systems; inspects work performed by others; and instructs others in the use of equipment
Designs and supports radio and Supervisory Control and Data Acquisition (SCADA) telemetry systems, including the installation, programming, and maintenance of Remote Telemetry Units (RTUs) and associated microprocessor-based controllers. Annually cleans traffic signal cabinets, tests conflict monitor units (CMU) and malfunction management units (MMU), and coordinates preventive maintenance. Performs related administrative functions, including preparing specifications; specifying and purchasing equipment and materials; maintaining inventory controls; preparing job cost estimates; and creating and maintaining printed and electronic documentation, manuals.
Maintains accurate systems' records inclusive of wiring drawings, schematics, billing information, maintenance histories, the City cable plant, and traffic signal systems. Assists in developing equipment and installation standards for traffic signals and electric signs. Performs low-voltage system and signal repair and maintenance, radio installations and walk-in electronic repairs for City departments.
Installs, maintains, and repairs electronic computer equipment, including personal computers and microprocessor-based controllers installed in vehicles and other equipment; recommends upgrades and system changes to improve performance; and assists with computer software problems. Maintains, troubleshoots, and repairs auxiliary and specialty equipment installed in City, Police, Fire, and Public Works vehicles, including sirens, lighting, strobes, responders, alarms, OPTICOM, radios, custom interlocks, and safety equipment. Coordinates electrical needs for public events.
OTHER DUTIES Maintains regular and reliable attendance. Performs related work as assigned or required. KNOWLEDGE, SKILLS, AND ABILITIES (Entry Requirements) Knowledge of: Traffic control equipment and traffic signal coordination.
Water system operations. The National Electrical Code (NEC), Manual on Uniform Traffic Control Devices (MUTCD), and instrumentation. Electrical theory as applied to the installation and repair of electrical circuits and systems.
Telephone wiring and installation techniques. Radio and electronic communications equipment. Ability to: Read and interpret blueprints, diagrams, and charts.
Install, maintain, and repair traffic signals, process control and instrumentation equipment, street lighting, and other electrical circuits. Communicate complex technical terms and project information clearly to people with limited technical knowledge. Use a wide variety of tools and equipment to assemble materials and work with minimal supervision.
Use computers, common office productivity software, and specialized programs to access work-related information. Work cooperatively and effectively as a team member. Skill in: Using Microsoft Excel, Microsoft Word, and specialized computer programs.
Using electronic test equipment and soldering equipment. Qualifying Education and Experience (Minimum Requirements) Associate's degree in Electronics or closely related field AND three (3) years of experience maintaining and repairing electronic systems and equipment. A valid Washington State driver's license is required and must be obtained/maintained throughout employment.
Equivalent combinations of education, vocational training, certifications, and directly related experience that demonstrate ability to perform the duties may substitute for minimum requirements except where a license or certification is required by law. Preferred Qualifications Washington State Journeyman Electrical License (EL-01). Special Requirements The following licenses, certifications, and specialized training are required for this position.
Possession at the time of hire is preferred. If not held at the time of hire, the credential must be obtained within one (1) year, no later than 18 months, of the hire date unless an earlier alternative date is established by the City: Confined Space Entry certification. Flagger certification.
First Aid and cardiopulmonary resuscitation (CPR) certification. International Municipal Signal Association (IMSA) traffic signal certification. Washington State Journeyman Electrical License (EL-01).
PHYSICAL REQUIREMENTS Must be able to discern fine details and accurately distinguish colors for equipment repair; use power and hand tools; work in confined spaces and in all weather conditions; and lift up to 50 pounds. WORKING CONDITIONS Work is performed indoors and outdoors in extreme weather conditions and involves significant safety considerations related to full-body physical labor, handling medium- to heavy-weight materials, and exposure to electrical currents. Work is performed along roadways and in traffic, from a bucket truck or ladder, on systems energized at voltages up to 480 volts AC, and within the flash-protection boundary for energized electrical circuits up to 12,500 volts AC.
Work requires working at heights up to 50 feet, on-call status, and work in biohazard environments and confined spaces.
