Job description

Basic Function
HF Sinclair Midstream is seeking a Project Engineer. This position is open to locations in Dallas, TX, Denver, CO, Salt Lake City, UT, Casper, WY, Artesia, NM, or Tulsa, OK. Lead engineering, design, construction, and modification of crude and refined products pipelines and terminal facilities. Provide technical leadership across the full project lifecycle to ensure safe, reliable, and compliant operations.
Job Duties

(functions considered essential as defined by ADA) 

  • Apply ASME B31.3, B31.4, 49 CFR 195, and HFSM & API standards to new and existing Crude oil pipeline, petroleum product pipeline, product distribution terminals, and asphalt loading facilities.
  • Develop project scopes, budgets, schedules, and supporting technical documentation.
  • Produce and review engineering drawings, calculations, and equipment specifications.
  • Integrate instrumentation, controls, SCADA, leakdetection systems, and operational data.
  • Produce highquality engineered project budget estimates for projects ranging from under $100,000 to over $10,000,000, including cost modeling, quantity takeoffs, and riskbased contingency development.
  • Work within a stagegate AFE process and manage all required engineering and project deliverables for each gate.
ENGINEERING MANAGEMENT
  • Deliver projects from concept through detailed design, construction, commissioning, and turnover.
  • Manage EPC firms, contractors, and multidisciplinary technical teams.
  • Author and administer contracts, including change management and deliverable alignment.
  • Support PHA/HAZOP, Management of Change (MOC), incident investigations, and PSSR.
OPERATIONS SUPPORT
  • Perform detailed field site investigations, collaborate with Operations & other stakeholders, and troubleshoot process issues to optimize system performance.
  • Troubleshoot pipeline and terminal operations and recommend improvements.
  • Conduct mechanical & hydraulic assessments, stress analysis, and equipment evaluations.
  • Coordinate permitting and regulatory compliance.
Experience

A minimum of eight years of progressive work experience in pipelines, terminals, pipeline stations, or petrochemical facilities is required.

PREFERRED EXPERIENCE:

Professional Engineer registration, refinery or petrochemical industry experience, some or all of FCC, CCR, Alky, Sulfur unit, Delayed Coking, Lubes Processing and hydro-treating experience for Chemical discipline depending on assignment are all preferred.

Education Level
A minimum of a Bachelor's Degree in engineering discipline is required.
Required Skills
Technical expert in area of specialty. Advanced ability to stay abreast of new technology developments and processes and apply knowledge analytically. Strong knowledge of Microsoft products and commonly used engineering concepts and experience with engineering software. Familiarity with standards and practices of the specific discipline. Ability to effectively communicate with others, both written and verbal communication, advanced reading and writing skills, with the ability to perform advanced mathematical calculations.
Supervisory/Managerial Responsibility
May be responsible for the supervision of personnel as well as contractors.
Work Conditions
Office and plant based with up to 20% travel by land and air required. Petroleum refinery, warehouse/plant environment, and out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, wet and/or oil contaminated conditions, at both below grade and elevated positions, and working in confined spaces. Subject to all temperatures, weather and varying road conditions.

Physical Requirements
Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting and/or carrying up to 50 lbs, climbing up to 200 ft, perceiving color differences,  required to wear personal protective equipment as needed and a respirator in emergency situations (beards not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid state driver's license and proof of insurance required. Job conditions may require twisting, stooping, crouching, kneeling, reaching or grasping.
