Job description

Officer, Central Asia Fund The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing Infrastructure for Tomorrow in Asia and beyond - infrastructure with sustainability at its core. We began operations in Beijing in 2016 and have since grown to 111 approved members worldwide. We are capitalized at USD100 billion and AAA-rated by the major international credit rating agencies. Collaborating with partners, AIIB meets clients' needs by unlocking new capital and investing in infrastructure that is green, technology-enabled, and promotes regional connectivity.
The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral initiative that promotes high-quality connectivity infrastructure investment in developing economies through partnerships. AIIB serves as MCDF's Administrator and hosts the MCDF Secretariat, which supports the day-to-day operations of MCDF and is administratively established by, but functionally independent from, AIIB.
The MCDF Secretariat is seeking an Officer, Central Asia Fund, who will be responsible for coordinating the overall operations of the Development Cooperation Fund for Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, and China (Central Asia Fund). The Fund will raise additional grant resources and earmark funds for project preparation, capacity building, and information and knowledge-sharing activities in the region.
The role will entail close collaboration with IFIs, development partners, the MCDF Administrator, and MCDF Secretariat teams to collectively ensure that the Central Asia Fund fully fulfills its objectives through effective program management, stakeholder engagement, and compliance with the Administrator's rules and procedures.
Responsibilities:
  • Provide secretariat support to the Strategic Steering Committee of the Central Asia Fund, organizing meetings and fostering effective engagement with internal and external stakeholders.
  • Work closely with the MCDF Administrator to ensure the Fund's compliance with the Administrator's policies regarding human resources, procurement, accounting, IT, and other administrative policies and processes.
  • Support the implementation of the annual workplan and budget of the Fund, in coordination with other MCDF Secretariat teams.
  • Support the preparation of contents on the Fund for MCDF annual reports, in coordination with other MCDF Secretariat teams.
  • Support the Fund's annual external audit and periodic internal audit, in coordination with the auditor and/or MCDF Administrator.
  • Work closely with MCDF Implementing Partners and other MCDF Secretariat teams to maintain and monitor the Fund's pipeline and match the pipeline with available resources from the Fund.
  • Coordinate events with key stakeholders to advance information and knowledge sharing and training activities to be supported by the Fund, including workshops, meetings, production of knowledge products, and other activities, as well as reporting on the results and impacts.

Requirements:
  • Minimum 5-8 years of relevant professional experience in international development finance, international financial institution (IFI) operations, infrastructure project development and finance, and/or climate finance.
  • Master's degree or equivalent in business or public administration, finance, economics, or related fields from a reputable university.
  • Effective stakeholder engagement and communication skills.
  • Proven knowledge of mechanisms and instruments in the operations of partnerships and funding facilities.
  • Experience working with IFIs, development finance institutions, and other financial institutions.
  • Experience working in Central Asian economies would be an advantage.
  • Ability to work effectively as part of a team in a multicultural organization.
  • Fluent in English, both written and oral.

AIIB is committed to diversity, transparency, and inclusion. We believe our strength comes from having a team with the right diverse skills, experiences, and abilities selected through a merit-based competitive process. We actively encourage applications from people from both within and outside AIIB members, regardless of nationality, religion, gender, race, disability, or sexual orientation.
Join in AIIB's mission to promote sustainable infrastructure investments and to improve social and economic outcomes in Asia and beyond.
Previous experience and qualifications will determine the grade and job title at which successful applicants will enter AIIB.
ALL CURRENT VACANCIES * Closing Date: All opportunities close at 11:59 p.m. (GMT+8) on the dates listed.
** Job Type: Recruitment of staff is conducted through a merit-based competitive selection process. AIIB shall strive to provide employment opportunities open to all suitably qualified applicants, regardless of religion, gender, race, disability, sexual orientation or nationality.
