Bachelorโ€™s degree in a related field preferred

Required Experience

  • Experience in DoD Anti-Terrorism (AT), Force Protection, Physical Security, or Military Police operations.
  • Experience managing and tracking Level Iโ€“IV AT training and Level I OPSEC training for unit personnel.
  • Current and valid Level I and Level II Anti-Terrorism Certification (Joint Staff J-3, DSCU, or equivalent).
  • Experience conducting annual facility vulnerability assessments, logging Core Vulnerability Assessment Management Program (CVAMP) entries, and developing/tracking monthly Random Anti-Terrorism Measures (RAMP).
  • Trained/certified in Risk Management, Threat Assessment Methodologies, and Vulnerability Assessment Tools (CVAMP and RAMP).
  • Proficiency in DoD and DA regulations: AR 525-13, CNGBI 0700.01, AR 190-11, and AR 190-13.
  • Completion of FEMA/ICS courses within the past 5 years: IS-100, IS-200, IS-700, IS-800, and IS-520.
  • Experience writing official monthly status reports, threat assessments, and contingency plans for government/military stakeholders.
  • Skilled in Microsoft Office, Microsoft Teams portals, and other collaboration systems

Preferred Experience

  • Prior experience managing Government contracts, coordinating with military law enforcement, and familiarity with Virgin Islands National Guard operations

Responsibilities

SANCORP is seeking an Anti-Terrorism (AT) Program Support Specialist / Contract Manager to provide essential force protection readiness for the Virgin Islands National Guard (VING). This role is responsible for conducting vulnerability assessments, implementing risk mitigation strategies, and ensuring AT compliance per Department of Defense (DoD), Army, and National Guard Bureau (NGB) directives:

  • Update AT plans, policies, and SOPs in accordance with AR 525-13 and CNGBI 0700.01.
  • Manage State Core Vulnerability Assessment Management Program (CVAMP) entries and conduct annual risk and vulnerability assessments across all VING facilities.
  • Provide quarterly Level I and II AT training for VING personnel, ensure training is incorporated into unit training plans, and participate in exercises.
  • Provide rapid AT response support during heightened FPCON levels, real-world incidents, or exercises.
  • Evaluate the effectiveness of the AT program by maintaining, developing, and disseminating Random Antiterrorism Measures (RAM) and tracking the Random Antiterrorism Measures Program (RAMP).
  • Coordinate with Federal, State, Local, and Military law enforcement to publish and disseminate annual State-specific threat assessments and share critical resources.
  • Prepare and maintain contingency plans for the mitigation, alert, response, recovery, and reporting of terrorist events or actions.
