Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY) TITLE 32, Position Description Number D1189000 and is part of the IL MTA, National Guard.

Duties
Help
As a HUMAN RESOURCES ASSISTANT (MILITARY) TITLE 32, GS-0203-5/6/7, you will oversee and ensure the accomplishment of work performed in the areas of personnel management and administration. The incumbent works under the direction of the Officer in Charge (OIC) or Personnel Officer.
Major Duties - This is NOT an all-inclusive list:
  • Manage the military staffing, classification, assignment and utilization of battalion personnel in accordance with authorized manning documents.
  • Accomplish or review a variety of military personnel transactions including appointments, enlistments, separations, promotions, duty assignments, transfers, medical evaluations, line of duty actions, security clearances, awards and decorations, retirements, etc., and forwards actions to a higher-level military personnel office.
  • Interpret and implement Department of Defense, Department of the Army, Major Command, National Guard, and state regulations, policies and precedents pertaining to the full range of personnel actions.
  • Establish suspense dates for subordinate organizations for the completion and submission of packets.
  • Coordinate the completion of annual medical certification requirements and periodic vaccinations.
  • Monitor and review copies of unit reports furnished by higher level military personnel offices to identify trends and assist with the management of personnel readiness within the organization.
  • Review packets prior to submission to higher headquarters for quality and completion.
  • Ensure military personnel records are kept current and accurate and contain the proper supporting documentation.
  • Review or assemble supporting documentation required at higher levels when processing actions such as involuntary order to active duty, courts martial, fraudulent enlistment, non-selection for retention, administrative discharges, etc.
  • Provide technical guidance to subordinate unit administrative personnel in the preparation of formal and informal line of duty investigations.
  • Provide technical guidance to subordinate unit personnel in the preparation and submission of incapacitation pay packets.
  • Provide technical assistance and guidance to organizational personnel and administrative employees.

  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

  • May be required to successfully complete a trial period.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Participation in direct deposit is mandatory.
Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.
Military Grades: Enlisted Only - Minimum Rank of SPC, May not exceed rank of SSG.
SPECIALIZED EXPERIENCE: GS-07 Level - MUST possess the specialized experience, which includes 12-months experience in the next lower level GS-06, in the interpretation and application of regulations, procedures or laws; experience that provided a working knowledge of administrative functions; experience performing personnel transactions; experience working independently and setting priorities with very little supervisory control.
GS-06 Level - MUST specialized experience, education or training which includes at least 12-months experience at the next lower level GS-05, that that provides knowledge of general office work which may include but is not limited to: knowledge of HR terminology requirements, procedures, operations, functions, and regulatory policy, and procedural requirements applicable to HR transactions, Knowledge of administrative and personnel actions to conduct subordinate unit inspections and assistance visits, and information to identify trends, conduct analysis, and develop recommendations to enhance personnel readiness, Knowledge of office automation programs sufficient to manipulate database and spreadsheet information in a format as required by the organization. Ability to use automated or manual systems in the preparation of reports and correspondence required by the organization GS-05 Level - MUST possess specialized experience, education or training t that provides knowledge of general office work which may include but is not limited to: administrative support positions performing clerical, assistant, or technical work which requires knowledge of the procedures, established guidelines, and techniques involved in carrying out the work of the organization.

You will receive credit for all qualifying experience, including volunteer experience.
