Job Description:

Dynamo Technologies LLC is seeking a Cybersecurity Engineer/Information Systems Security Officer (ISSO) to support the U.S. Army Project Manager Positioning, Navigation, and Timing (PM PNT) under the Systems Engineering and Technical Assistance (SETA) Support Services contract. The selected candidate will serve as the appointed ISSO for Product Manager Combat Ready and provide cybersecurity, information assurance (IA), and Risk Management Framework (RMF) support for classified and unclassified PM PNT systems throughout the acquisition lifecycle. This position will be responsible for maintaining multiple RMF packages, ensuring cybersecurity compliance, supporting Assessment and Authorization (A&A) activities, and providing cybersecurity expertise to program leadership and stakeholders.

Duties/ Responsibilities:

  • Serve as the appointed Information Systems Security Officer (ISSO) for Product Manager Combat Ready PNT.
  • Manage and maintain multiple RMF authorization packages within eMASS, ensuring documentation remains current and compliant with DoD and Army cybersecurity requirements.
  • Plan, coordinate, document, and execute Assessment and Authorization (A&A) activities in accordance with the Risk Management Framework (RMF).
  • Conduct cybersecurity risk assessments, vulnerability assessments, susceptibility analyses, and security control validation activities.
  • Develop, maintain, and track Plans of Action and Milestones (POA&M) and coordinate remediation efforts with stakeholders.
  • Develop, review, update, and maintain cybersecurity and information assurance documentation including Cybersecurity Strategies, Clinger-Cohen Act documentation, Security Plans, RMF artifacts, and related acquisition documentation.
  • Provide cybersecurity and information assurance input to acquisition documents including Systems Engineering Plans (SEP), Test and Evaluation Master Plans (TEMP), Acquisition Strategies, Statements of Objectives (SOO), Statements of Work (SOW), Performance Work Statements (PWS), and solicitation documentation.
  • Participate in Integrated Product Teams (IPTs), technical working groups, and program reviews to provide cybersecurity recommendations and support.
  • Support technical reviews including System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Production Readiness Reviews (PRR), Functional Configuration Audits (FCA), and Physical Configuration Audits (PCA).
  • Identify, assess, and resolve cybersecurity, software assurance, and information assurance issues across PM PNT systems and supported platforms.
  • Provide cybersecurity support for classified and unclassified environments and participate in classified meetings as required.
  • Provide scheduling inputs and coordinate cybersecurity activities in support of integrated master schedule planning and program execution.

Required Skills/Abilities:

  • Extensive knowledge of the Risk Management Framework (RMF) and DoD Assessment and Authorization processes.
  • Hands-on experience managing and maintaining RMF packages within eMASS.
  • Experience developing and managing POA&Ms, security control assessments, and cybersecurity compliance activities.
  • Knowledge of DoD cybersecurity policies and regulations, including DoDI 8500.01, DoDI 8510.01, AR 25-1, and AR 25-2.
  • Experience supporting cybersecurity activities throughout the DoD acquisition lifecycle.
  • Ability to develop, review, and maintain cybersecurity and information assurance documentation.
  • Experience conducting cybersecurity risk assessments, vulnerability analysis, and security control implementation.
  • Strong written and verbal communication skills with the ability to brief technical and non-technical stakeholders.
  • Ability to manage multiple priorities and maintain detailed cybersecurity documentation in a fast-paced environment.
  • IAM Level I baseline certification meeting DoDM 8570.01 requirements.
  • U.S. Citizenship required.

Nice-to-Have Skills:

  • Prior experience serving as an ISSO for Army or DoD acquisition programs.
  • Experience supporting PM PNT, Army modernization programs, or tactical weapon systems.
  • Familiarity with classified information systems and cross-domain cybersecurity requirements.
  • Experience supporting cybersecurity aspects of systems engineering, test and evaluation, and acquisition milestone reviews.
  • Knowledge of software assurance and secure software development practices.
  • Experience supporting proposal evaluations and acquisition documentation development.
  • Familiarity with integrated master scheduling and program management processes.

Education and Experience:

  • Bachelor's degree in Cybersecurity, Information Technology, Computer Science, Information Assurance, Engineering, or a related field and a minimum of seven (7) years of cybersecurity experience supporting DoD information systems and environments; OR
  • Eleven (11) years of cybersecurity experience supporting DoD information systems and environments in lieu of a degree.
  • Must meet IAM Level I baseline certification requirements in accordance with DoDM 8570.01.

Travel Requirement:

  • Limited travel may be required in support of program reviews, cybersecurity assessments, technical meetings, testing activities, and stakeholder engagements.

Clearance Requirement:

  • Active Top Secret security clearance preferred. At least Secret clearance with ability to obtain TS required
