Position Summary:


The Manager, Project Schedule & Risk Management, is responsible for leading the scheduling and project risk management functions across a portfolio of capital and operational expense projects. This role ensures projects are supported by integrated master schedules, proactive risk identification and mitigation strategies, and performance reporting that enables informed decision-making.
The position partners closely with project managers, engineering, finance, construction, operations, and leadership teams to improve schedule reliability, forecast accuracy, and project delivery outcomes. The individual would be responsible for establishing established scheduling standards, drives schedule governance, facilitate risk reviews, and supports recovery planning for projects experiencing delays or performance challenges.

Key Responsibilities/Duties:
Project Scheduling & Controls

  • Lead development, maintenance, and governance of integrated master project schedules across multiple projects or programs.
  • Establish scheduling standards, templates, critical path methodologies, and baseline controls.
  • Monitor project progress, milestones, dependencies, and schedule performance metrics.
  • Conduct schedule health checks, variance analysis, and trend reporting.
  • Support project teams with look-ahead schedules, recovery plans, and acceleration strategies.
  • Analyze impacts of scope changes, delays, and resource constraints on project timelines.
  • Ensure alignment between schedules, budgets, and resource plans.

Risk Management

  • Develop and manage enterprise or project-level risk management processes and frameworks.
  • Facilitate risk identification workshops, risk register development, and periodic risk reviews.
  • Assess schedule, cost, operational, and execution risks using qualitative and quantitative methods.
  • Coordinate mitigation plans with project stakeholders and track action item completion.
  • Escalate critical risks and recommend response strategies to leadership.
  • Support contingency planning and scenario analysis for key project risks.


Reporting & Analytics

  • Prepare executive dashboards and reports related to schedule status, forecast completion dates, and key risks.
  • Present schedule and risk insights to senior leadership, steering committees, and project governance teams.
  • Utilize data analytics tools to improve forecasting accuracy and project visibility.

Leadership & Collaboration

  • Supervise or mentor schedulers, analysts, or project controls staff as assigned.
  • Partner with Project Managers, Engineering, Finance, Procurement, and Operations to drive project success.
  • Promote continuous improvement in project controls, planning, and risk management processes.
  • Provide training and coaching on scheduling best practices and risk management disciplines.

Systems & Compliance

  • Maintain scheduling and risk management tools such as Primavera P6, Microsoft Project, Power BI, or similar platforms.
  • Ensure compliance with internal governance standards, project controls procedures, and reporting requirements.

Education/Experience:

  • Bachelor's degree in Engineering, Construction Management, Business, Finance, Project Management, or related field required.
  • Master's degree a plus
  • 7+ years of progressive experience in project controls, scheduling, project management, construction management, or risk management.
  • 5+ years of leadership or people management experience preferred.
  • Experience managing schedules for capital projects, infrastructure, engineering, utility, manufacturing, or large-scale programs preferred.
  • Demonstrated experience with risk management frameworks and mitigation planning.
  • Experience with earned value management, forecasting, and project performance analytics preferred.


License/Certification:

  • A current, valid Texas driver's license is required
  • Project Management Professional (PMP) Certification preferred
  • Project Controls related certification preferred
  • Lean Six Sigma Certification preferred
  • A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment

Knowledge, Skills, Abilities and Behaviors:

  • Knowledge of project economics and basic financial analysis
  • Knowledge of construction and professional services finances
  • Knowledge of process mapping and continuous improvement practices
  • Knowledge of Monte Carlo analysis
  • Knowledge of stage gated project delivery processes
  • Ability to read, interpret and analyze construction schedules (P6/Microsoft Project), estimates, payment applications and cost reports
  • Ability to create, track and mitigate Risks via a Risk Registry
  • Knowledge of Scoping Notices and the lifecycle of the Project Development Process
  • Must have excellent verbal and written communication skills, including presentation skills
  • Must possess strong attention to detail and time management skills
  • Leadership and coordination skills
  • Ability to apply industry standard project management procedures
  • Ability to establish and maintain effective working relationships
  • Must possess an intermediate proficiency with Microsoft Word, Excel, PowerPoint and Outlook
  • Intermediate proficiency of MS Share Point 2010/2016
  • Basic mathematical skills
