The primary purpose of this position is: To serve as an Air Force Cryptologic Manpower Liaison Officer supporting the Air Force Cryptologic Office (AFCO) within the National Security Agency (NSA).

Duties

DUTY 1 - The incumbent supports the AF SCO and NSA Military Manpower Management (B15) by overseeing the programming and use of Air Force cryptologic manpower resources.
DUTY 2 - The Cryptologic Manpower Liaison Officer researches, analyzes, validates, certifies and synchronizes AF manpower data documented in the Manpower Programming & Execution System (MPES) and the NSA Human Resource Management System (HRMS) and is used to strategize, plan and implement mission/manpower/organizational changes across the CCP enterprise.
DUTY 3 - Participates in NSA/CSS-led organizational Zero-Base Reviews, Tiger Teams, and Enterprise Quarterly Priority Directive actions - conducting changes to cryptologic manpower needs - aligning to the new recognized and approved mission set.
DUTY 4 - Prepares reports for dissemination across the AF Cryptologic Enterprise using various reporting tools to meet adhoc and recurring reporting requirements.

• Polygraph: Incumbent is required to undergo a counterintelligence-scope polygraph examination.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the Professional work category are at the Full Performance work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources.
2. Knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations.
3. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage capabilities in support of consumers, customers, and clients.
4. Skill in communicating effectively with others, both orally and in writing; in working out solutions to problems or questions related to the work; writing clear and concise intelligence products; and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
5. Ability to maintain control of classified material; quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or justify a position effectively.
6. Ability to manage a small staff and carry out all phases of personnel management responsibilities.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated Special-Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
3. Incumbent must possess and maintain a valid state driver's license. While attending meetings and conducting required coordination with national-level counterparts, incumbent will frequently be required to travel, by vehicle, throughout the metropolitan Washington, DC, area.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
