Summary
About the Position: This position is located within RPEDS; USACE; New Orleans District. The incumbent serves as the planning technical lead overseeing multidisciplinary teams and developing water alternative resources plans, studies, and feasibility reports and coordinate costs, environmental factors, etc.
This announcement is intended to fill a vacancy and will be assigned to one of the USACE duty locations, specified in this announcement.

Duties
Help

• Lead diverse teams to plan water resource, flood risk, and navigation projects. Coordinate schedules, track project milestones, and align work with agency standards.
• Study environmental and economic data to design project options. Balance construction costs with community benefits to find the most practical, solutions.
• Gather maps, historical data, and surveys. Conduct site visits to understand local issues and request additional engineering, cultural, or environmental data as needed.
• Coordinate with local partners, government groups, and the public, to gather feedback and ensure projects support within the community.
• Help draft, award, and monitor commercial contracts for architectural and engineering services required to complete project studies and reports.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
• One-year probationary period may be required.
• Situational Telework may be authorized at managements discretion and/or as determined by the agency's policy.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
GS-11: One year of specialized experience which includes at least 3 of the following: 1. Participating in teams to develop plans for several long and short-range projects including plan formulation, environmental compliance, etc. OR 2. Assisting in the application of standard or risk-based principles, to evaluate solutions to project issues as they may arise; OR 3. Gathering and analyzing data from single or multiple sources in support of project reports, presentations and or studies; OR 4. Assisting in the collection of project information in coordination with internal teams, stakeholders, or non-Federal representatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
GS-12: One year of specialized experience which includes at least 3 of the following: 1. Leading or independently directing multidisciplinary teams in the formulation of complex planning studies for water resources, civil works, or environmental projects; 2. Applying advanced planning principles to negotiate with internal and external stakeholders to develop, and recommend optimal, or economically justified project alternatives; 3. Analyzing complex data to produce comprehensive reports, read-aheads and other materials highlighting project impacts; 4. Managing project coordination, and presenting status updates, incident and or other reports, leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-11 you must have 52 weeks at the GS-09 level. For the GS-12 you must have 52 weeks at the GS-11 level.
