Job description

Job Title: Temporary Full-time Program Facilitator (TN Believes Grant)
Hiring Salary Range: $43,605 - $49,000
Institution: Walters State Community College - Morristown Campus ( Employees are assigned to a "home" location but may occasionally or regularly be required to work at other WSCC locations. )
Job Purpose: The Program Facilitator provides administrative and operational leadership for the Tennessee Believes inclusive higher education program. This role ensures full compliance with state grant requirements while supervising the delivery of direct services to students with intellectual and developmental disabilities (I/DD).
Essential Job Functions:
  • Administration & Grant Compliance: Responsible for overseeing the daily administration and operational functions of the program to ensure compliance with grant requirements and achievement of performance benchmarks established by the Tennessee Department of Disability and Aging. Coordinate with the Director to prepare and submit required monthly narrative reports, financial documentation, and student outcome data in accordance with grant contract obligations. Maintain accurate and detailed records of staff labor distribution, program expenditures, and supporting documentation to ensure audit readiness and compliance with state and institutional standards.
  • Staff Supervision & Direct Support Oversight: Provides leadership, supervision, training, and performance evaluation for instructional staff, vocational coaches, and student peer mentors to ensure effective program delivery and staff development. Overseeing the quality and consistency of direct support services by ensuring the implementation of Person-Centered Planning (PCP) and evidence-based curricula designed to promote academic achievement and vocational success. Managing student intake, orientation, and case management processes, including the development and monitoring of individualized transition plans to support student progress and goal attainment.
  • Recruitment & Partnership Development: Leads student recruitment efforts in collaboration with Walters State Community College's 10-county service area, vocational rehabilitation offices, and other community partners to establish and maintain a strong pipeline of prospective students. Under the guidance of the Director of Workforce Training, cultivate and strengthen partnerships with local employers to secure inclusive internship opportunities and work-based learning placements that support student career readiness and workforce integration. Serves as the primary liaison for campus faculty and staff to coordinate classroom accommodations, foster social inclusion, and support student success within the campus community.
  • May perform other duties as assigned.

Required Qualifications:
  • Education: Bachelor's degree in Special Education, Vocational Rehabilitation, Social Work, or a related field.
  • Experience: 3+ years of experience working with individuals with I/DD; 2+ years of experience in program coordination or grant administration.
  • Core Competencies: Proficiency in data tracking and technical reporting.

Preferred Qualifications:
  • Experience specifically with the TN IHE Alliance.
  • Familiarity with youth workforce development programs and WIOA (Workforce Innovation and Opportunity Act) standards.

Leadership & Supervisory: The position will provide oversight, training, and evaluate instructional staff, vocational coaches, and student peer mentors. The position operates with moderate supervision, and one's immediate supervisor is available for consultation as need. Familiar work is expected to be performed with light supervision, with periodic checks on progress and conformance with expectations.
Environment & Working Conditions: Office is temperature controlled, well lit, with routine interruptions and a moderate noise level.
Physical Demands (including requirements for travel or working nights/weekends/holidays):
  • Extensive use of a computer which requires sitting, staring at monitor, and using mouse and keyboard for extended periods.
  • Communicates with internal and external contacts by telephone intermittently throughout the workday.
  • Moves file folders, paperwork, etc. within the office; moves between printer, desk, and copier.
  • Travel to local areas will be required.
  • Minimal exposure to various weather conditions and temperature fluctuations.
