Job description

Responsibilities
Noblis is seeking Test / Implementation Engineers to join our team, providing professional services to the Federal Aviation Administration (FAA). This role supports the Air Traffic Systems and Surveillance Systems directorates within the FAA's Program Management Organization. The Implementation / Test Engineer will apply an interdisciplinary engineering approach for test and implementation of hardware, software, data, network, or security solutions and system components that support the National Airspace System (NAS).
Implementation / Test Engineers will support a variety of programmatic and functional elements across automation, communications, navigation, and surveillance portfolios in sustainment or as they progress through the FAA Acquisition Management System (AMS) lifecycle.
Responsibilities
  • Define and execute test and implementation procedures, troubleshoot issues, investigate problems, and develop appropriate solutions.
  • Assist in the development of specifications, implementation strategies, and test documentation for engineering systems and equipment.
  • Support concept development, trade-off studies, and system design, including subsystem-level design of electronic or mechanical devices.
  • Devise and execute tests to evaluate, debug, and verify system equipment and components for conformance to specifications.
  • Develop and adhere to the Implementation Strategy and Planning Document (ISPD) and Test and Evaluation Master Plan (TEMP) to ensure compliance with requirements.
  • Conduct Post Implementation Reviews (PIR) following system deployment, generating reports on performance and any exceptions.
  • Use modeling and simulation tools to evaluate test results and improve system performance.
  • Develop/execute test procedures and documenting Program Trouble Reports (PTRs) for system failures, anomalies, and requirement violations
  • Set up and configure test environments including server, network, and storage configuration to test a given specification or interface requirements document
  • Specific focal areas of support may include but are not limited to:
    • Network Support: Analyze and optimize network architecture and performance; install and configure network devices such as bridges, routers, switches, and gateways to ensure optimal performance and connectivity.
    • Software Support: Assist in the development and implementation of software systems, participate in the full software development lifecycle, and perform requirements analysis and integration testing.
    • Data Management Support: Provide assistance in enterprise data management, including data standardization, metadata management, and compliance with national and international standards.
    • Cybersecurity Support: Analyze information systems data, develop security documentation, and coordinate information systems security testing efforts.
  • Travel to sites for 50-75% nationally.

Required Qualifications
  • Proven experience in implementing and testing complex hardware, software, network, or data systems.
  • Strong understanding of system design, development, and testing processes, including experience with the ISPD and TEMP.
  • Familiarity with network architecture optimization, including the configuration of network devices (e.g., routers, switches, gateways).
  • Familiarity with software development and testing, including requirements analysis, system integration, and debugging.
  • Familiarity with data management, including metadata management, data standardization, and data architecture.
  • Familiarity with cybersecurity principles, security testing, and documentation.
  • Strong analytical, problem-solving, and communication skills.
  • Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
  • U.S. Citizen or Permanent Resident who has resided in the U.S. for 3+ years
  • Travel will vary per project. Must be able to travel as required by the project.
  • Ability to travel for 50-75% nationally.

Senior-level
  • Minimum of 15 years with Bachelor of Science degree in an engineering discipline, to include but not limited to: system, aviation, aeronautical, aerospace, electrical, mechanical, environmental, computer (to include computer science),industrial, etc. is required.

Substitutions:
  • Bachelor's degree in a non-engineering field and 5 years of relevant experience may be substituted for the Bachelor of Science degree in an engineering discipline.
  • Associate and an additional 6 years or experience or High school and an additional 9 years of experience.
  • Master's degree in any field (e.g. MS, MA, MBA) may be substituted for bachelor's degree and 3 years' experience.
  • PhD in any field may be substituted for bachelor's degree and 7 years' experience.
  • Compensation Ranges: $103,950 - $218,475

Mid-level
  • Minimum of 10 years with Bachelor of Science degree in an engineering discipline, to include but not limited to: system, aviation, aeronautical, aerospace, electrical, mechanical, environmental, computer (to include computer science),industrial, etc. is required.

Substitutions:
  • Bachelor's degree in a non-engineering field and 5 years of relevant experience may be substituted for the Bachelor of Science degree in an engineering discipline.
  • Associate and an additional 6 years or experience or High school and an additional 9 years of experience.
  • Master's degree in any field (e.g. MS, MA, MBA) may be substituted for bachelor's degree and 3 years' experience.

  • Compensation Ranges: $85,950 - $149,200

Junior-level
  • Minimum of 2 years with Bachelor of Science degree in an engineering discipline, to include but not limited to: system, aviation, aeronautical, aerospace, electrical, mechanical, environmental, computer (to include computer science),industrial, etc. is required.

Substitutions:
  • Bachelor's degree in a non-engineering field and 5 years of relevant experience may be substituted for the Bachelor of Science degree in an engineering discipline.
  • Associate and an additional 6 years or experience or High school and an additional 9 years of experience.
  • Master's degree in any field (e.g. MS, MA, MBA) may be substituted for bachelor's degree and 3 years' experience.

  • Compensation Ranges: $53,280 - $123,300

Desired Qualifications
  • Demonstrated FAA and/or Aviation and Aerospace experience.
  • Design and implementation of test automation using products such as Jenkins, Selenium, JUnit, and Ansible.
  • Customer-service and goal oriented.
  • Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.
  • FAA experience and knowledge of the FAA's Systems Engineering Manual (SEM) highly desired.
  • Providing current support to FAA ATEPS II (air traffic engineering program support)
  • FAA Experience within the past 12 months
  • Current FAA suitability

Additional Information:
Locations may vary depending on location of the project. Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK.
Possibility of some roles allowing for remote/hybrid employment.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
