Job description

Job Description: The United States Coast Guard (USCG), Aviation Logistics Center (ALC) provides centralized logistics support for all USCG aviation missions. As the sole industrial complex for USCG
aviation, ALC provides: depot level maintenance, engineering, supply, procurement, acquisition
and information services. ALC also currently provides depot level maintenance to both USCG and other Government aircraft. Scientific, Engineering, and Technical (SET) Services are required to support the mission of ALC in various engineering and technical services throughout the ALC. The USCG requires engineers and scientists to support the airworthiness and sustainment of Government aircraft and equipment. The Team Member shall develop and provide solutions to mitigate and prevent processes that affect the aircraft life cycle. The Team Member shall perform, implement, and support engineering and scientific activity such as, but not limited to, root cause failure analysis, sample preparation, testing, training, data analysis, re-engineering, and engineering analysis for aircraft structure, components, and electrical systems. The Electrical Engineer Team Member shall provide services for Government aircraft and support equipment, engineering technical information support of aircraft systems and components, and support the USCG through the use of testing systems. Duties/ Responsibilities The Electrical Engineer shall support USCG Aviation Electrical Wiring Interconnect System
(EWIS) to increase aircraft reliability and safety of flight and applies electrical engineering
principles to investigate, analyze, plan, design, develop, implement, test, and evaluate airborne
platform wiring and electronics. Tasking includes, but is not limited to:
Perform electrical engineering design and analysis of Government aircraft wiring to
include, but not limited to:
- Use electrical engineering principles and practices to complete Engineering Service
Requests (ESR).
- Review of engineering drawings and technical data for compliance with USCG and
Other Government Agencies (OGA).
- Review of industry standards (i.e., NA VAIR 01-lA-505 and SAE AS50881) for safety,
reliability, and maintainability; ensure aviation systems will meet their intended design
performance.
- Provide electrical expertise as a USCG engineering authority and resource and includes,
but is not limited to the following tasks:
- Provide electrical engineering support of wiring harness design, installation,
modification, corrosion prevention, Quality Assurance (QA), maintenance, and testing.
- Compute aircraft electrical load analysis in support of system modifications and new
electrical equipment installation.
- Investigate failure of USCG aircraft wiring, electrical, and corrosion discrepancies and
institute corrective design changes and maintenance procedures.
- Work with the Wiring Program Manager to monitor external military and civilian
markets in an effort to research, prototype, and promote the use of new and improved EWIS
products for potential USCG applicability, improve wiring awareness and increase fleet
readiness.
- Perform EWIS failure analysis, life limit analysis (Reliability Centered Maintenance),
and institute corrective design changes and maintenance procedures.
- Identify electrical testing parameters for USCG assets.
- Work collectively with ASB wiring configuration and Automatic Circuit Analysis Test
System (ACATS) personnel to support Product Line wiring requirements.
- Research, analyze, develop, and implement new EWIS products and tools to support
wiring maintainers in the improvement of aircraft reliability.
- Record and track tasking.
- Attend meetings as required pertaining to tasks identified.
- Travel as required for tasking JAW 11.0 of the contract.
- Provide wiring presentations as required to inform USCG personnel.
Required Skills/Abilities Be skilled in the use of standard and specialized electrical and electronic tools and
equipment of the discipline as they pertain to aviation wiring without regard to aircraft
type.
Have excellent interpersonal, written, and oral communication skills.
Proficient personal computer skills to include a strong working knowledge of standard
Microsoft Office suite of products.
Have in-depth knowledge of the NA VAIR 0l-1A-505(series), NA VAIR 0l-IA509-3, and SAE AS50881.
Have a solid knowledge of Electromagnetic Interference/Electromagnetic
Compatibility (EMI/EMC) concerns on the aircraft in accordance with MIL-STD-461
and MIL-STD-464.
Have experience in aircraft electrical load and power source capacity analysis in
accordance with MIL-STD-704 and MIL-E-7016.

Cyber Security Experience
Education and Experience: Bachelor's degree in Electrical Engineering. The degree shall be from an Accreditation
Board for Engineering and Technology (ABET) college.
Minimum often (10) years of experience in aviation (rotary and/or fixed wing aircraft)
electrical engineering.
Travel Requirement: The Contractor may be required to travel within the Continental U.S. (CONUS), Hawaii, Alaska
and Puerto Rico during the performance of this task order. Travel is normally only one or two trips at most over a year.
Clearance Requirement: Team Member must complete background investigation of at least a Tier
I (formerly called a NACI) to comply with the Homeland Security Presidential Directive
(HSPD)-12.
Ability to acquire a Secret clearance.
