WORK LOCATION: ON ISLAND - continuous physical presence while work is active

REQUISITION: FBMG-003

DUTY LOCATION: Fort Buchanan, Guaynabo, Puerto Rico

WORK ARRANGEMENT: ON ISLAND - continuous physical presence while work is active

REPORTS TO: Construction Manager / Project Manager

EMPLOYMENT: Full-time, project-based; immediate and multiple contingent hires

REQUIREMENT BASIS: SOLICITATION-MANDATED site superintendence; one or two may be required based on subcontracted value

About ERP and the Project

Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.

Position Summary

Direct, coordinate, inspect, and expedite subcontracted field work for the Fort Buchanan microgrid. The site Project Superintendent is the highest-level manager responsible for construction production at the site and must maintain a physical presence whenever construction is active, except as specifically accepted by the Contracting Officer.

What You Will Do
  • Plan and direct daily site production across multiple subcontractors, crews, shifts, laydown areas, and work fronts.
  • Prepare the detailed day-to-day field plan aligned to the approved P6 activity numbers and three-week look-ahead.
  • Coordinate deliveries, equipment, permits, access, outages, temporary works, inspections, testing, and Government witness points.
  • Attend preparatory and initial control meetings, schedule updates, progress meetings, and commissioning coordination as required.
  • Enforce approved drawings, specifications, submittals, AHAs, sequencing, workmanship standards, and corrective actions.
  • Maintain daily coordination with the CQC Manager and SSHO without assuming either independent role.
Minimum Qualifications
  • At least 12 years of construction experience, including 7 years as a superintendent on federal, utility, industrial, or mission-critical projects.
  • Successful leadership of multidisciplinary projects involving civil, structural, mechanical, electrical, controls, or utility work.
  • Ability to read plans/specifications, manage short-interval planning, and lead subcontractors under USACE-style quality and safety systems.
  • Full-time availability in Puerto Rico and ability to obtain Fort Buchanan access.
Preferred Qualifications
  • USACE CQM, OSHA 30, First Aid/CPR/AED, and Procore/RMS/Bluebeam experience.
  • Medium-voltage, generator, fuel storage, BESS, substation, or microgrid experience.
  • Bilingual English/Spanish.
Field, Travel and Employment Conditions
  • When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
  • Candidates must be authorized to work in the United States, follow drug-free workplace and conduct requirements, and protect FCI/CUI using only authorized systems and procedures.
