Nature of Work
Employment Type - 1 year term at 8 hours per week
We are seeking a dedicated and experienced Local Health Officer to provide executive clinical, administrative, and strategic leadership for public health operations across Morgan and Berkeley Counties. The Health Officer serves as the chief medical/public health authority for the region, directing threat preparedness, disease outbreak responses, school nursing programs, and administrative hearings.
This role requires a proactive leader skilled in emergency readiness, public communication, policy enforcement, and community relationship building.
Examples of Work
Key Responsibilities
1. Emergency Preparedness & Outbreak Response
  • Public Health Leadership: Act as the primary lead for all public health outbreaks, emergency threat preparedness initiatives, administrative hearings, and official grievances.
  • Readiness & Training: Participate in local and state public health emergency drills, Public Information Officer (PIO) trainings, and community readiness activities to build strong organizational and local partnerships.
2. Media Relations & Public Education
  • Maintain regular media presence to ensure community awareness of pressing public health issues.
  • Conduct local radio interviews and author news releases to educate the public during routine operations and emergency situations.

3. Program Directives & Regulatory Oversight
  • School Health: Formulate and provide medical/operational directives for the School Nurse Program.
  • Permitting & Documentation: Review and sign all permits and official Health Officer directives. Oversee strict protocol regarding signature stamp usage (requiring documented approval; new environmental health permits require physical signature, while unchanged renewals may use a designee stamp).

4. Administrative Leadership & Governance
  • On-Site Operations: Maintain dedicated weekly office hours in both Morgan and Berkeley Counties, submitting monthly schedules in advance.
  • Governance Meetings: Attend all monthly Board of Health meetings, internal Leadership meetings, and required State Health Department meetings (virtual attendance permitted when in-person is impractical).
  • Reporting: Prepare and present a comprehensive report of monthly activities and health trends to the Board of Health.
  • Team Development: Conduct annual performance evaluations for all members of the leadership team.

Minimum Qualifications
Training: Graduation from an approved school of medicine or osteopathy as evidenced by a temporary or permanent license to practice in the State of West Virginia.
OR
Advanced Practice Registered Nurse(APRN)
Experience:Two years of experience in the practice of medicine or osteopathy which can include experience in a post-graduate training program.
Substitution: A Master's degree in public health, health administration, hospital administration, public or business administration may substitute for the required experience.
