Job description

Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Master, Tender of diesel-powered towboats that are used to tend the floating plant in the fleet, assemble tows, move crane barges, and push tows in support of the Dredge Potter and its mission.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Under Announcement Text, Conditions of Employment, it should read: Must maintain a current U.S. Coast Guard license as Master of Towing Vessels, Western Rivers with a USCG Radar Observers endorsement.
  • Must be able to obtain a 100-ton Master boat operator's permit as needed.
  • Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
  • Pre-employment physical required.
  • Incumbent will be required to operate a surface vessel, whether powered or not, including dredging equipment, when duties include operating, navigating, steering, directing, or sailing the vessel, or operating the spuds on a dredge.
  • This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.
  • During lay-up periods from dredging operations may be utilized and assigned to other essential work in the District, such as repairs and maintenance of plant at Service Base according to individual qualifications and skills.

Qualifications
Who May Apply: US Citizens
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Master Tender (Dual Rate) ~ without more than normal supervision. I am skilled in operating small towing vessels, performing routine maintenance, minor and/or major repairs on a tow or vessel, and providing and/or interpreting instructions to support operational tasks. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Efforts:
  • Operating the vessel requires standing for long periods with continual hand and eye coordination. Physical effort is required in performing mechanical repairs. On occasion, may be required to lift equipment or items weighing over 40 pounds to complete tasks.

Working Conditions:
  • Work is performed inside and outside and is subject to drafts and variable temperatures. Cabin is moderately noisy from engine. Work is dirty and greasy when making adjustments and repairs to engines or equipment and operator is subject to greater noise levels and other chemical substances when completing these tasks. Hazards include occasional danger of falling overboard, drowning, falls on slippery decks or in climbing steep stairways, and injury from moving machinery. The incumbent is subject to hazards of heavy river traffic at night and during foggy weather.

Employees live in various locations in Missouri and Illinois. Commuting times vary, but are generally no more than 45 minutes one way. Transportation subsidies are available for mass transit users. There is a 1% city earnings tax charged to all who live or work in the St. Louis City limits.
  • A recruitment/relocation incentive may be authorized at management discretion.
  • This position is dual-rated to the position of Third Mate, Pipeline Dredge, Class I, XH-5784-08, and Master, Tender, XH-5784-09, on an as needed basis as determined by management.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position may require a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest.
  • Direct Deposit of Pay is required.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
