WORKING TITLE: PERSONNEL SERVICES SPECIALIST

This open competitive advertisement is for an OPS (Other Personal Services) position located at Central Office in Tallahassee, FL, in the Office of Human Resources.

The mission of the Human Resource Office in the Central Office of the Florida Department of Corrections is to provide exceptional human resource services that support the Department's mission.

This position is not a Telework position and is required to report to the FDC office in the area it serves.

JOB DUTIES:

The Florida Department of Corrections, Bureau of Human Resources Services, is seeking a detailoriented and motivated professional to support the Family Medical Leave Act (FMLA) Team within the Attendance & Leave Section.

  • Support the Office of Human Resources point of contact for FMLA inquiries and processing.
  • Ensure compliance with applicable state and federal laws, personnel rules, and Department policies.
  • Provide support to the team, ensuring timely and accurate processing of FMLA applications.
  • Work closely with field staff, employees, and supervisors to resolve questions and ensure appropriate documentation.
  • Utilize systems such as People First, Kronos, FLAIR, Origami, and Axiom Pro to complete assignments.
  • Maintain logs, databases, reports, and other records for management review.
  • Create summary reports or data analyses as requested.
  • Ensure all required training for the position is completed.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to plan, organize, and coordinate daily work tasks.
  • Clear and effective communication skills, both written and verbal.
  • Ability to work independently, manage multiple assignments, and meet established deadlines.
  • Ability to interpret and apply regulations, policies, and procedures accurately.

  • Proficiency with Department systems such as People First, FLAIR, Kronos, Axiom Pro, Origami, ATMS2, CDC, Impromptu, and related databases.
  • Strong computer skills, including Outlook, Word, Excel, PowerPoint, Visio, SharePoint, and general office technologies.
  • Understanding of Florida Statute 440 and basic FMLA/FSWP principles.

BENEFITS: 

OPS employees who work an average of 30 hours or more per week are eligible to enroll in state group insurance plans. Standard PPO/HMO Options include:

    • Employee Only: $25 biweekly
    • Spouse Program: $15 biweekly
    • Employee & Family: $90 biweekly.
  • Dental - FDC offers five separate dental plans with multiple options and rates for each plan type with monthly premiums as low as $12.64.
  • Vision - FDC offers one single vision plan through Humana with monthly premiums as low as $5.92.
  • Life - FDC offers a $25,000 group term life insurance plan to eligible OPS staff through Securian at the low monthly premium of $3.78. When enrolled in basic life, employees may also elect child life and spouse life insurance plans.
  • Retirement - As an OPS employee, the Florida FICA Alternative Plan with Corebridge Financial affords you an excellent opportunity to help accumulate money for a secure retirement. You contribute 7.5% of your compensation to this tax deferred plan. All OPS employees are required to participate in this plan and are automatically enrolled.

REQUIREMENTS:

Please note, when submitting a college/university degree, if selected for this position official transcripts will be required.

  • High School Diploma or equivalent.
  • One (1) year of work experience in any professional, administrative, customer service, office support setting, or an equivalent combination of secondary education and work experience.
  • Experience using computers or office software (for example: email, Microsoft Office, or any workforce/staffing management systems).

PREFERRED QUALIFICATIONS:

  • One year of professional HR/personnel experience.
  • Experience handling confidential information.
  • Experience processing FMLA actions or working with FMLA procedures in any system.

Support of knowledge, skills, and abilities should be demonstrated on the application, in the education, in the work experience, in the work sample, in the interview and/or during reference checks.

BACKGROUND SCREENING REQUIREMENT

The Florida Department of Corrections requires all job applicants and volunteers to pass a Level 2 background check as per Chapter 435, Florida Statutes. This check must be completed before they can start working or volunteering.
