JOB SUMMARY: Under supervision of the GIS Manager, and working in an Enterprise GIS environment, the GIS Analyst collects, edits, and audits geospatial data in Enterprise geodatabases and creates and modifies maps and tables using ArcGIS Pro and Excel. The GIS Analyst helps develop standard operating procedures as well as assisting the GIS Manager with staff training and technical support.
CLASS CHARACTERISTICS: A highly motivated and knowledgeable individual to work with spatial data and maps. This position requires moderate technical and analytical skills, clear written and verbal communication skills, excellent attention to detail, and professional-level GIS skills. Technical skills involve mapping, collecting, editing, and auditing geospatial data using desktop, web, and field GIS. Position will also assist with developing workflows, and with staff training and technical support, and other related work as required. Ability to work independently and as part of a team.

This is an unbenefited-hourly position, working approximately 16 hours per week, between the hours of 8:00 AM and 6:00 PM.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are performed personally, in cooperation with the Public Services, GIS Division and in coordination with other City staff, operating partners, other public and private organizations, and community groups. Additional duties may be assigned.
Desktop GIS - Data Development and Improvement - 75% of time
  • Using ArcGIS Pro, collects, edits, analyzes, and audits geospatial data; ensures accuracy by updating geometry, attributes, and metadata
  • Adds new spatial data and edits data in versioned enterprise geodatabase
  • Accurately enters and edits attribute data for features
  • Reviews and QA/QCs enterprise data
  • Follows established database versioning workflow
  • Research enterprise data discrepancies using in-house data sources
  • Fields checks enterprise data as needed

Desktop GIS - Mapping and Training - 20% of time
  • Creates clear, accurate, and informative maps for GIS department projects using ArcGIS Pro out-of-the-box functionality
  • Follows established procedures to maintain an organized map and data structure
  • Helps develop SOPs for mapping workflows
  • Assists GIS manager in staff training and technical support

Other Tasks as Assigned - 5% of time
  • Assists GIS Manager with other tasks as needed, including assisting with GIS mapping needs during Public Safety Power Shutoffs and Emergency Operations Center (EOC) incident activations

Qualification Requirements
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Requirements listed below are representative of the knowledge, skill, and/or ability required.
Education & Experience:
  1. Bachelor's Degree from an accredited college or university in GIS, Geography, or a closely related discipline with GIS coursework
  2. One year's professional experience in GIS OR Master's level coursework in GIS OR GIS Certificate
  3. Proficiency in Esri ArcGIS Software
  4. Possess valid California Driver's License
Knowledge of:
  • Esri ArcGIS software, specifically ArcGIS desktop (ArcGIS Pro), Enterprise geodatabases, ArcGIS Online, and the Field Maps application
  • Microsoft Excel
  • Spatial data organization principles and practices
  • Maps and map-related information
  • Principles and practices of GIS, cartography, data management and basic analysis
  • Best practices when working with sensitive data
  • Principles and practices of technical problem solving
  • Principles and practices of map coordinate systems, map projections, and geographic (datum) transformations
Ability to:
  • Use ArcGIS software to compile data, produce maps and tables and perform related tasks
  • Bring spatial data in Excel tables into GIS
  • Adhere to the organizations IT security practices

  • Employees generally work 95% indoors and 5% outdoors. Ratio will vary based on project need.
  • The work environment indoors is usually in a temperature-controlled office; some travel is required.
  • While performing the duties of this job outdoors, the employee occasionally works in varying weather conditions and climates, visiting developed and undeveloped sites in various stages of construction.
  • Noise level in the work environment is usually moderate but the employee may occasionally be exposed to high level noises including but not limited to outdoor construction equipment.

Part-time, temporary positions are non-benefitted, at-will positions. Part-time employees are enrolled in the PARS retirement system and the employee pays 7.5%, which is deducted from the employees' payroll check. The PARS retirement system is in lieu of participating in social security. Part-time employees participate in the Medicare portion of social security as that is a required program.
You may accrue up to 40 hours a year in sick leave based on the number of hours worked within the year.
