Job description

Job Summary

Galapagos Federal Systems LLC is seeking an experienced Civil Engineer to provide technical expertise, analysis, and engineering recommendations in support of Maui Space Surveillance operations for the 15th Space Surveillance Squadron. This position will support U.S. Space Force facilities and infrastructure at the Kihei and Haleakala sites on Maui, Hawaii.

The Civil Engineer will support the planning, design, construction, operation, maintenance, and sustainment of infrastructure projects and systems while evaluating third-party contractor performance against applicable civil engineering requirements. The position will identify deficiencies, non-compliance, and opportunities for improvement and provide actionable recommendations to Government leadership.

The Civil Engineer will also evaluate project feasibility, environmental and site impacts, schedules, budgets, technical requirements, and construction progress to ensure projects meet established standards, deadlines, mission requirements, and customer objectives. The ideal candidate is a technically skilled and detail-oriented engineering professional capable of coordinating effectively with Government personnel, contractors, customers, and other stakeholders.

Key Responsibilities

The Civil Engineer will:

  • Provide civil engineering analysis, technical expertise, and recommendations in support of 15th Space Surveillance Squadron (15 SpSS) facility and infrastructure requirements
  • Review and validate real property and facility condition data entered or updated by third-party contractors in the BUILDER Sustainment Management System (SMS)
  • Analyze BUILDER SMS outputs and provide the Government with prioritized repair and maintenance recommendations to support work order development and execution
  • Evaluate contractor performance and identify deficiencies, non-compliance, risks, and opportunities for improvement, providing actionable recommendations for Government consideration
  • Analyze survey reports, long-range plans, site plans, maps, technical data, and other documentation to support infrastructure planning and project development
  • Conduct project feasibility and risk analyses, considering budget constraints, regulatory requirements, environmental impacts, site conditions, and mission requirements
  • Develop and validate material, equipment, and labor cost estimates, ensuring proposed projects remain within established budget parameters
  • Develop and monitor design, construction, and project execution schedules to support timely completion of requirements
  • Prepare, coordinate, and track required permits and regulatory documentation, ensuring compliance throughout design and construction
  • Coordinate and evaluate geotechnical and soil testing to determine site conditions, structural suitability, and construction feasibility
  • Use CAD/AutoCAD and other engineering design tools to develop and review project drawings, plans, layouts, and technical documentation
  • Support the planning, execution, repair, maintenance, and sustainment of facility and infrastructure projects
  • Develop and review charrettes, Functional Analysis Concept Development (FACD) documentation, and Requests for Proposal (RFPs) for Military Construction (MILCON) and Facilities Sustainment, Restoration, and Modernization (FSRM) projects
  • Review engineering designs throughout all project phases and provide recommendations for final Government review and approval
  • Coordinate construction activities with affected U.S. Space Force organizations, contractors, and other stakeholders to minimize mission impacts
  • Monitor changes to Unified Facilities Criteria (UFC), applicable U.S. laws, Executive Orders, DoD regulations, and other facility planning standards, recommending updates to programs and initiatives as necessary
  • Support the management and oversight of MILCON, FSRM, repair, and infrastructure improvement projects from planning through completion

Skills and Experience

The Civil Engineer must have:

  • Active Secret security clearance or the ability to obtain and maintain a Secret clearance
  • 8+ years of relevant civil engineering experience, preferably supporting facilities, infrastructure, construction, or sustainment projects
  • Demonstrated experience supporting DoD installations, facilities, infrastructure, maintenance, or engineering operations
  • Experience planning, coordinating, or managing Military Construction (MILCON) projects
  • Experience with facilities planning and programming, including MILCON, FSRM, special projects, or similar infrastructure requirements
  • Knowledge of applicable DoD and Department of the Air Force civil engineering policies, standards, and requirements, including familiarity with AFI 32-1001
  • Proficiency with CAD/AutoCAD or similar engineering design software
  • Knowledge of site development, engineering design, drafting, planning, cost estimating, and regulatory compliance
  • Ability to interpret and apply engineering drawings, specifications, technical standards, construction documents, and applicable codes and regulations
  • Experience with BUILDER SMS or similar facility asset management/sustainment systems preferred

Education and Certifications

The Civil Engineer must meet the following:

  • Associate degree in Civil Engineering, Structural Engineering, Architectural Engineering, Architecture, Construction Management, Engineering Management, or a related field from an accredited college or university.

Preferred

  • Bachelor's degree in Civil Engineering, Structural Engineering, Architectural Engineering, Architecture, Construction Management, Engineering Management, or a related field.

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.
