About this role:
OTSI is looking for an IT professional who can lead complex enterprise technology operations, guide modernization efforts, and provide strategic technical direction for the California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS) Project.
CalHEERS supports account creation, consumer application, eligibility rules, and health plan selection for insurance affordability programs. CalHEERS interfaces via the Electronic Health Information Transfer (eHIT) with the Statewide Automated Welfare Systems (SAWS) for Modified Adjusted Gross Income (MAGI) Medi-Cal eligibility, enrollment and reporting, and provides data for potential eligibility to other programs such as, non-MAGI Medi-Cal, CalFresh, and California Work Opportunities and Responsibility for Kids (CalWORKS).
The InformationTechnology Specialist II serves as the lead technical authority for CalHEERS Technical Services. This role provides enterprise-level leadership and oversight of complex technology operations, system integrations, modernization initiatives, and strategic technology planning supporting CalHEERS and related Covered California technology programs. The position leads and directs the activities of contractor resources and provides governance across multiple technology domains, including application integrations, cloud services, Salesforce platforms, Contact Center technologies, enterprise data services, cybersecurity compliance, and production operations.
The InformationTechnology Specialist II translates business objectives into technical solutions, leads advanced analyses and research, oversees vendor performance, manages technical risks and dependencies, and ensures the reliability, security, and continuous improvement of critical enterprise systems. The incumbent advises management and stakeholders on emerging technology initiatives, enterprise architecture, and modernization efforts, including artificial intelligence-enabled capabilities. Duties require access to systems containing federal tax information (FTI), personally identifiable information (PII), and other confidential or sensitive information.

Working Conditions
PLP:
On July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receives a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position's associated bargaining unit. Telework :
This position is currently eligible for one telework day per-week and is required to report in-person a minimum of four days per week . The amount of telework is at the discretion of the OTSI and is subject to operational needs.
Reporting Location:
Business travel may be required. All commute expenses to the reporting location will be the responsibility of the selected candidate.
