Position Overview

The Health Facilities and Services Review Board (HFSRB), through its Certificate of Need (CON) program, is aimed at containing health care costs, approve or disapprove applications for construction or expansion of health care facilities, and promote development of health care facilities in areas where formal need has been established. Authority for the HFSRB is from the Illinois Health Facilities Planning Act [20 ILCS 3960].

This position is critical to support the Board in achieving its statutory and regulatory objectives.  The position is necessary to manage the Board's rule-making requirements affecting the collection of vital healthcare facility data, certificate of need applications, especially given the expansion of the Board's duties in the most recent legislative session.  The need for a Rules Reviewer is justified by the Board's ongoing duty to maintain, update, and coordinate rule-making with other agencies, including the Attorney General's Office, DPH and HFS. A dedicated Rules Reviewer with knowledge of the Illinois regulatory process and healthcare will ensure the Board's ability and compliance with the requirements imposed under JCAR policies and procedures as well as the Illinois Administrative Procedures Act.

Essential Functions

• As the Rules Reviewer, assists in the development and preparation of administrative rules; edits and compiles necessary documents for the promulgation of rules, regulations, legislation and procedures subject to the Administrative Procedures Act.
• Attends and assists in the preparation of meetings of the Board, Advisory Subcommittees or other agencies regarding rulemaking activities, health policy systems issues and legislation.
• Assists in the review and preparation of amendments to existing statutes, and draft position papers.
• Assists the Rules/Legislation Coordinator in a variety of activities including but not limited to responding to correspondence and compiling information which may be confidential in nature.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
• Requires prior experience equivalent to one (1) year of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

• Bachelor's Degree in English, Legal Studies or other related field.
• One (1) year of experience being involved in the provision, planning and regulation of health care facilities or in the promulgation of rules and/or State legislation.
• One (1) year of experience in the writing and editing of complex policy and/or legislative documents.
• Working knowledge of the Illinois Health Facilities Planning Act, Administrative Planning act, and of law and regulation pertaining to health care facilities and organizations.
• One (1) year of experience in the interpretation and/or implementation of regulatory statutes and rules pertaining thereto.
• Working knowledge of the Illinois Open Meeting Act and procedures for conducting public hearings.
• One (1) year experience working cooperatively with industry representatives, legal counsel, State Board members and legislative staff.
• One (1) year of experience in Microsoft products, including WORD, Excel, PowerPoint, and relational database programs, etc.

Conditions of Employment

• Requires appropriate, valid Illinois driver's license.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission.
