POSITION SUMMARY:
CECO Pipeline Services, Inc. is accepting applications for a Site Safety Representative on a midstream decommissioning project in South Texas near Kingsville. This position reports to the Corporate HSE Director and will work closely with the site Superintendent and field supervisors to support this project.
The position requires attention to detail and thorough documentation. Routine activity reports must be delivered to the HSE Director. JSA's and site inspection forms must be filled out daily / weekly / monthly / quarterly and filed on site with the clerk.
No travel is expected for this role once on site. Weekly planned schedule is Monday-Saturday from mid August into early 2027 with Thanksgiving week off and 2 weeks off at Christmas.
A bilingual Spanish speaker is preferred but not required.
REQUIRED: Applicants must have pipeline / midstream construction experience, knowledge of the OQ process; hot work & 4 gas meters, confined space entry, excavation competence; experience with backhoes, forklifts, and load handling expertise including how to use a spotter, loading trailers and securing loads. Must be computer proficient to send emails and fill out forms. Must possess current, valid Driver's License, be able to successfully complete pre-employment DOT drug screening and applicable DOT & criminal background screenings.
PREFERRED: Applicants with documented credentials are preferred, including: OQ evaluator in Veriforce, Excavation Competent Person, load handling certs (crane, rigging, telehandler use, etc), CHST, OHST, etc. Experience and credentials for manlift or forklift training. First Aid cert.
KEY POSITION ACCOUNTABILITIES:
1. Conduct and document site safety inspections including excavations, electrical cords and tools (quarterly), fire extinguishers, trailer compliance, JSA review, light duty truck assessment.
2. Exercise Stop Work Authority when appropriate and coordinate job restart as directed
3. Regular on-job-site attendance required, including working extended hours and Sundays.
4. Encourage hourly workers to exercise Stop Work Authority, continually reinforce the concept
5. Assist with OQ Evaluations for Veriforce or ISN data providers depending on client
6. As part of the New Hire Onboarding process:
• ensure the CECO New Hire orientation is completed for each new hire
• assist the HR department with I-9 completion on site
• ensure new hires have orientation as required by the owner operator
7. Assist with scheduling and may provide training
8. Ensure each job has the right safety material and equipment, order as needed with clerk on site
9. Maintain a valued working relationship with customer representatives
10. Participate in pre-job walks and daily JSA meetings to identify safety hazards. Make suggestions to appropriately mitigate issues.
11. Ensure the site specific SSSP and ERP are accurate and respond to incidents as directed.
12. Report incidents to HSE Director and Operations supervision immediately. This role will not report incidents outside the company.
13. Respond as directed to resolve challenging customer concerns.
14. Other duties as assigned.
KNOWLEDGE, SKILLS, ABILITIES:
1. Must know OSHA rules and industry requirements that apply to pipeline construction, especially OQs, excavations, welding, heavy equipment, and paint coating applications.
2. ISN and/or NCCER OQ credentials and experience are valued, especially for future projects.
3. Valid Driver's License is required. CDL is a plus. Working knowledge of FMCSA requirements and load handling is very beneficial for this role.
4. Must possess effective communication skills, verbal and written, to complete email and written reports as well as extensive telephone conversations.
5. Must be able to use a computer for email, MS Word documents, and basic Excel documents.
6. Bi-lingual Spanish preferred.
7. Must be competent performing daily safety-related tasks such as completing a JSA, operating a 4-gas MSA and RKI meter, calibrating the meter, acting as a spotter, promptly informing the HSE Director of ongoing issues.
8. Must demonstrate a higher level of commitment to rules including safe driving, site safety rules, keeping up with cleanliness and maintenance of a company vehicle, adhering to each company policy, and public behavior that might reflect on the reputation of the company
9. Must be confident speaking to small groups, assisting applicants and new employees in completing documents correctly and answering questions
10. Must have TWIC or be eligible to obtain TWIC
11. Certification and/or work experience on heavy equipment, dirt moving equipment, forklift, telehandler, crane and rigging are all valuable assets.
MINIMUM EDUCATION:
1. Candidate must have safety training such as OSHA, PEC, Basic Plus, OSHA 30, OQs, Operator Cert for forklift, telehandler, man lift, Driver Safety (Smith or similar), etc.
2. Trainer credentials are a plus such as OSHA 500, Driver Safety Instructor, Forklift/telehandler, 1st Aid, Gas Meters.
3. Excavation Competent Person documentation is an asset.
MINIMUM EXPERIENCE:
Ten years of experience enforcing safety on midstream / pipeline construction sites is required. Experience working in the summer in South Texas preferred. Experience can be a combination of field supervision or Safety and OQ Evaluator experience. Experience preferred in the pipeline/ construction/energy services industry. Heavy equipment and FMCSA experience is an asset.
PHYSICAL REQUIREMENTS:
1. Ability to maintain composure during periods of high stress and conflicting priorities, accomplishing deadline-driven commitments with a sense of urgency.
2. Ability to sit, stand, and walk most of the day in an outdoor construction environment.
3. Duties require verbal communications abilities, visual acuity to written and computer screen data, accuracy in reading data and policies, manual coordination and dexterity in handling items and operation of computer equipment.
4. Exerts up to 50 pounds of force occasionally and/or up to 25 pounds frequently and/or up to 10 pounds constantly to move objects. Ability to climb stairs as required.
