Job description

Primary Purpose
Responsible for installation, modification, repair and troubleshooting of voice and data telecommunications systems for Parkland to ensure telecommunication activities meet customer needs.
MINIMUM SPECIFICATIONS
Education
- High School Diploma or Equivalent.
Experience
- Must have five (5) years of telecommunications experience in wiring, cabling, repair, and installation of voice and data telecommunications systems to include at least two years of on-the-job technical training.
Equivalent Education and/or Experience
- May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.
Certification/Registration/Licensure
- None
Skills or Special Abilities
- Must have a practical knowledge of electronics and electricity.
- Must be able to read and interpret blueprints.
- Must have an expert knowledge of digital telecommunications systems.
- Must be able to demonstrate expert knowledge of installation, testing, and calibration equipment for telecommunications systems, terminals, modems, and associated equipment.
- Must be able to demonstrate knowledge and skill to operate a computer using word processing and telecommunications data management software.
- Must be able to effectively communicate, both verbally and in writing.
Responsibilities
Responsible for planning, organizing, reviewing, and scheduling for complex telecommunications work requests for major and minor voice or data telecommunication activities. Evaluates the interrelationships between telecommunications equipment, circuits, automated switches, characteristics, control/network management systems, inter-connectability and inter-operability of equipment, switches, and circuits and software requirements to ensure compatibility with existing and planned systems and demands on available resources.
Installs, modifies, repairs, and maintains voice and data telecommunications systems and hardware. Moves and installs telephones, jacks, terminals, answering machines, etc

Troubleshoots systems and hardware problems, performs diagnostic tests, isolating problem and replacing required wiring or cable or equipment and coordinates with vendor representatives to ensure telecommunications service meets customer needs.
Serves as a resource and liaison for Parkland staff, management, telecommunications vendors, and other organizations providing technical expertise involving interpretation of customer requirements to include equipment, services, security methods and procedures and operating techniques. Maintains a positive working relationship with external and internal customers to ensure that relationships are cultivated and maintained.
Serves as an expert resource for other telecommunications staff, helping them with their work questions and assisting with training as needed.
Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.
Operates and maintains telecommunications computer software, programs equipment, inputs orders and extracts telecommunication information to ensure activities meet Parkland needs.
Maintains daily production records, logs and files

Maintains an inventory of required equipment and supplies to ensure activities meet Telecommunications needs.
Stays abreast of the latest developments, advancements and trends in Telecommunications by attending seminars/workshops and reading professional literature. Integrates knowledge gained into current work practices.
Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the Telecommunication Systems area. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans

Seeks advice and guidance as necessary to ensure proper understanding.
