Job description

Job Information Open to the general public and any current Municipal employee. This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union. DEPARTMENT: Anchorage Water & Wastewater Utility HOURS OF WORK: Monday to Friday, 08:00 to 17:00 LOCATION: 3000 Arctic Boulevard Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation, at the discretion of management and with the approval of the department head.

Not all positions are eligible for remote work (telecommuting) per P&P 40-40. The Municipality of Anchorage is not able to provide any type of sponsorship, including Student Visas and Employment Visas, under any circumstances.

Example of Duties Under the general supervision of the Industrial Pretreatment Coordinator, the Industrial Pretreatment Inspector performs routine technical duties and assists the Industrial Pretreatment Coordinator, to ensure compliance to the Environmental Protection Agency (EPA) Industrial Pretreatment Program (IPP). The inspector performs routine technical duties through: inspection of Industrial Users and facilities, compliance monitoring, compile data, maintain records, Quality Assurance and Quality Control (QA/QC) activities, field testing/sampling, equipment maintenance, draft enforcement actions, adherence to Sewer Use Ordinance, collect information and evaluates enforcement evidence, update plans and procedures, draft reports, provide evidence and testify in hearings or enforcement actions, review technical documents, public education and evaluate waste discharge compliance. The individual is responsible for inspections and provides support of future source control programs using various software applications (i.e

Sanitary Sewer Overflows, Fats Oils Grease (FOG), Dental Amalgam, Food Establishments). Represents the municipality to regulatory agencies, industrial users, and stakeholders. Provides support to the Industrial Pretreatment Coordinator to maintain records and ensure compliance with existing and new regulatory programs.

Perform other duties as assigned. Minimum Qualifications / Substitutions / Preferences High school diploma, GED, or equivalent, and five (5) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and/or code enforcement, and at least one (1) year of which must have been at the Engineering Technician II level with Municipality or equivalent elsewhere. OR Associate's degree in Engineering, Geomatics, Construction Management, Computer Assisted Design (CAD), or a discipline specific to the department, and three (3) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design CAD), traffic signal control and/or code enforcement, and at least one (1) year of which must have been at the Engineering Technician II level with the Municipality or the equivalent elsewhere.

OR Bachelor's degree in Engineering, Geomatics, Construction Management, or a discipline specific to the department, and one (1) year of experience at the Engineering Technician II level with the Municipality or the equivalent elsewhere. Must possess and/or obtain: Satisfactory background check which includes criminal, education, and employment history at time of hire. Valid State of Alaska Driver's License and satisfactory Driving Record at time of hire.

Code Enforcement Officer Certification within 6 months of hire. Additional Important Information Preference will be given to Anchorage Municipal Employees Association (AMEA) employees. AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-AMEA applicants.

The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration. Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application

Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual's command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
