Position Overview
The Commonwealth of Pennsylvania is seeking a Senior IT Project Manager to lead the implementation of an Electronic Health Record (EHR) for 59 State Health Centers (SHCs) and clinical staff within the Bureau of Community Health Systems (BCHS), Bureau of Immunizations (BOI), and Bureau of Communicable Diseases (BCD).
The ideal candidate will have specialized experience in EHRs, health informatics, health IT, large-scale technology implementations, project governance, and organizational change management (OCM).
Key Responsibilities
  • Lead the end-to-end implementation of a new EHR system, including transition to operations and maintenance.
  • Plan, execute, monitor, and govern all project activities.
  • Manage project scope, schedule, budget, resources, milestones, risks, issues, and deliverables.
  • Develop and maintain detailed Project Management Plans, project schedules, communication plans, and deliverables matrices.
  • Manage complete project life cycles including planning, design, development, testing, and implementation.
  • Coordinate system testing and implementation activities with technical and business teams.
  • Manage project risks and issues using RAID+ logs and develop mitigation strategies through closure.
  • Facilitate collaboration between program areas, IT teams, vendors, and stakeholders.
  • Work closely with Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
  • Prepare project status reports, metrics, presentations, and recommendations for senior leadership.
  • Coordinate training, orientation, and stakeholder communications.
  • Ensure project compliance with HHS DC IT PMO standards and procedures.
  • Establish and maintain project SharePoint sites and utilize Microsoft Teams for project documentation.
  • Mentor less experienced project management staff as needed.

Required Skills
  • 7-9+ years of relevant Project Management experience.
  • Demonstrated experience implementing an Electronic Health Record (EHR) system, particularly transitioning from a paper-based charting environment.
  • Active PMP certification through PMI for a minimum of 5 years.
  • Experience leading large-scale IT implementations from planning through production/operations.
  • Experience managing technical initiatives involving multiple IT teams, technical complexity, and vendors.
  • Strong experience with project planning, execution, governance, scheduling, budgeting, risk management, and stakeholder management.
  • Strong communication, facilitation, analytical, and problem-solving skills.
