Job description

Position Overview: 

ANSER is seeking a Mitigation Manager to provide Mitigation/Compliance and Enforcement Analysis within the Office of the Deputy Assistant Secretary of Defense for Industrial Base Policy (IBP) Global Investment and Economic Security Directorate (GIES). In this role you will be part of a team that reviews transactional documents, regulations, government contracts, and real estate contracts; provides legal reviews of mergers and acquisitions, business/corporate law, regulations, finance, international trade, national security, litigation, and technology; and collaborates with Investment Analysts to draft complex agreements such as National Security Agreements and written briefing packages for senior government officials.  

Day to Day Responsibilities:

  • Review transactional documents, regulations, government contracts, and real estate contracts under supervision, identifying key issues and summarizing findings for senior team members.
  • Support legal and regulatory reviews related to mergers and acquisitions, corporate law, finance, international trade, national security, litigation, and technology.
  • Assist Investment Analysts in drafting and editing agreements such as National Security Agreements and preparing briefing materials for senior government officials.
  • Collaborate with Investment Analysts, Team Telecom Analysts, and other stakeholders to gather information, track action items, and support ongoing casework.
  • Support compliance monitoring activities for CFIUS agreements and orders to help ensure identified risks are mitigated. Activities may include:
  • Assisting with coordination and communication with agreement parties
  • Supporting the review of compliance documentation and submissions
  • Conducting preliminary analysis of compliance data and escalating issues as needed
  • Contributing to compliance reports and enforcement documentation
  • Participating in meetings with DoD and interagency stakeholders
  • Assist in the drafting and review of CFIUS-related documents, including waivers, amendments, and other supporting materials.
  • Support compliance monitoring efforts through preparation for site visits, stakeholder meetings, and related activities; may include limited travel.
  • Contribute to the development and maintenance of policies, standard procedures, and internal documentation with guidance from senior staff.
  • Work with cross-functional teams, including business operations and cybersecurity professionals, to support compliance and risk assessment efforts.
  • Prepare draft case summaries, talking points, and action memos for internal review.
  • Track and summarize developments in investment security and technology policy, including CFIUS-related updates.
  • Support Case Managers and senior team members in completing risk assessments and developing mitigation recommendations.

Required Qualifications: 

  • Bachelor's degree 
  • 3 years' relevant mitigation/compliance and enforcement analysis 
  • Active Top Secret security clearance with SCI eligibility/adjudication 
  • Demonstrated knowledge and experience to apply analytic methodologies and principles to address client needs, evaluate project objectives, and contribute to the implementation of strategic direction  
  • Ability to perform and assist with analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives  
  • Experience conducting activities in support of project team's objectives  
  • Ability to manage junior staff and work closely with team members including Analysts, Task Leads, or Project Manager 
  • Competent with modern office tools, including the Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint)

  • Strong analytical, written, and verbal communication skills 
  • Experience assisting with preparation of executive-level briefings and reports 
  • Demonstrated experience operating within the Department of Defense (DoD), the Industrial Base Policy or a similar, strategic-level staff environment 
  • Demonstrated ability to work both independently and collaboratively to support project completionÂ
