Job description

Role: Technical Program Manager
Location: Richmond, VA / McLean, VA – Hybrid
Duration: 6 months with possible extension
Interview Process: 2 rounds – 45-minute Manager interview + 30-minute Technical/TPM interview
Priority: Capital One contractors only

Role Overview:
We are seeking a Technical Program Manager (TPM) to support a high-priority customer resiliency and large-scale data migration initiative associated with the Discover integration. The role will focus on complex customer and account data conversion, helping move millions of accounts, records, and supporting datasets from legacy platforms into Capital One’s ecosystem while maintaining data integrity, regulatory compliance, operational continuity, and customer experience.

The TPM will serve as a central coordination and execution lead across multiple technical and operational workstreams, partnering closely with engineering, data, infrastructure, architecture, testing, operations, and product teams.

Key Responsibilities:
Lead technical program and project management activities across large-scale data conversion and migration initiatives.
Coordinate complex dependencies across engineering, data, infrastructure, testing, operations, and product teams.
Develop and manage migration, conversion, testing, reconciliation, and readiness plans.
Quickly understand technical architecture and data design across multiple interconnected systems.
Work closely with architecture and product teams to understand requirements, resolve issues, and drive execution.
Identify risks, remove blockers, and proactively escalate issues that may impact critical milestones.
Manage cross-functional dependencies and maintain alignment across multiple workstreams.
Translate complex technical activities into actionable execution plans.
Drive testing and conversion readiness activities and ensure teams are prepared for major milestones.
Support Agile/Scrum teams and utilize Jira and Confluence for planning, tracking, documentation, and collaboration.
Establish and implement appropriate governance processes, frameworks, and reporting mechanisms.
Maintain strong process orientation and execution discipline across a high-visibility enterprise program.
Communicate effectively with technical and business stakeholders at all levels.
Take ownership of deliverables while effectively managing multiple priorities and competing dependencies.
Ensure program execution remains aligned with operational, regulatory, and customer-impact requirements.

Required Skills:
Strong Technical Program Management / Technical Project Management experience.
Proven experience with large-scale data conversion and migration programs.
Cloud-native experience with platforms such as AWS and/or Google Cloud Platform.
Strong understanding of APIs and system integrations.
Ability to rapidly understand technical architecture and data design across multiple systems.
Experience working with Agile/Scrum teams.
Hands-on experience with Jira and Confluence.
Strong risk management, dependency management, and blocker resolution skills.
Experience coordinating complex technical workstreams across multiple teams.
Ability to collaborate effectively with architecture, engineering, product, data, testing, and operations teams.
Strong technical fluency and ability to communicate complex concepts clearly.
Strong program governance and framework implementation experience.
Excellent communication, collaboration, and stakeholder management skills.
Strong execution mindset with the ability to take ownership and manage multiple priorities simultaneously.
Strong organizational and process-oriented skills.
