Under the general direction of the Supervisor I, Performance Manager, the Analyst III, Performance Analyst, provides high-level consultation, technical and strategic guidance and direction to supervisors and managers regarding confidential, complex and sensitive employee issues related to the progressive discipline process, policy implementation and performance improvement. The Analyst III evaluates, researches and ensures district-wide policy and procedure implementation is addressed consistently and fairly, to ensure regional operations align strictly with department goals and mitigate legal risks. The Analyst III plans, coordinates and conducts highly sensitive confidential investigations involving ethics violations and other complex claims/complaints. The Analyst III ensures timeliness of investigations and delivery, and compliance of all investigations with the highest legal and ethical standards. The Analyst III may represent the District as settlement authority in administrative settlement conferences and/or hearings.

Working Conditions
Position located at 4050 Taylor St San Diego CA, San Diego County.
Multiple positions may be filled from this recruitment.
The base of operation is in the District Office. While in the office setting, the incumbent is in a climate-controlled environment with artificial lighting in a close cubicle work setting where noise levels need to be maintained at low levels. Multi-floor buildings are equipped with elevators and stairs. However, the building temperature may fluctuate due to periodic energy conservation requirements. The work environment includes constant interactions with diverse groups of customers and coworkers.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Describe how you handle challenging customer interactions, including the strategies you use to maintain effective communication and defuse tense situations.

Explain how you manage competing priorities in a fast moving work setting, including how you organize tasks and maintain balance when handling multiple responsibilities.
