Job description

Celestar, a B&A Company, is seeking a Program Security Representative (PSR) to support the Defense Advanced Research Projects Agency (DARPA) Program Security Services (PSS) task order. If interested and meet the qualifications, we encourage you to apply for this rewarding and impactful opportunity.

ANTICIPATED START: March 2027
PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years
LOCATION: Arlington, Virginia
Salary Range: $125,000-$175,000 annually
Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding. This position is contingent upon contract award.
CLEARANCE REQUIREMENT: Active TS/SCI Clearance, adjudicated within the past five (5) years

Responsibilities:
โ€ข Develop and implement security architectures for technology programs across multiple classification levels.
โ€ข Analyze program objectives, core technologies, end items, national security requirements, related programs, acquisition lifecycles, and transition requirements.
โ€ข Develop and recommend short- and long-term program protection strategies.
โ€ข Determine and apply appropriate physical, information, personnel, and other security requirements.
โ€ข Support programs involving fundamental research, CUI, collateral classified information, SAP, SCI, and other compartmented information.
โ€ข Develop, review, coordinate, and execute comprehensive program security documentation, including SCGs, Program Protection Plans, Test Security Plans, OPSEC plans, SOPs, accreditation plans, transition plans, transportation plans, and related documentation.
โ€ข Support SAPF/SCIF and information system accreditation activities.
โ€ข Maintain required program security information in applicable Government security databases.
โ€ข Plan and execute security support for program meetings, design reviews, technical reviews, tests, demonstrations, and other events.
โ€ข Conduct staff assistance visits and support security compliance inspections.
โ€ข Assist with security incident mitigation, inquiries, and investigations.
โ€ข Plan and execute program closeout activities.
โ€ข Communicate independently with DARPA organizations, performers, transition partners, and Government/industry security and technical personnel.
Required Qualifications and Skills (Must Be Reflected on Your Resume):
โ€ข A Bachelor's degree with 5 years of related DoD or IC program security experience -OR- an Associate's degree with 8 years of related experience.
โ€ข Subject matter expertise across multiple program security disciplines, including:
o Fundamental research security principles.
o Undue foreign influence risks.
o CUI and applicable DFARS requirements.
o S&T protection planning.
o Security classification architectures.
o OPSEC.
o COMSEC.
o Sensitive test planning.
o Intelligence oversight.
o Intelligence and counterintelligence threat support.
o Secure information transmission.
o Secure hardware transportation.
โ€ข Strong interpersonal and communication skills with the ability to provide credible security advice to PSOs, PMs, SETAs, Technical Office leadership, and Government/industry partners.
