Job Description

ProSidian Seeks a Senior Technical Energy Analyst in CONUS/OCONUS - Washington, DC to support an engagement for an independent agency of the United States Federal Govt. that is concerned with the United States' policies regarding energy and safety in handling nuclear material. The agency has a mission to lead national efforts to modernize the electric grid; enhance security and reliability of the energy infrastructure; and facilitate recovery from disruptions to energy supply.ย 

The ProSidian Engagement Team Members work to provide financial, technical, analytical, modeling, project management, and communications support to meet on-going requirements within the agency.ย  Key workstream coverage for the ProSidian Engagement Team includes but not limited to 5.1. Budget and Financial Systems Support:ย  conducts budget analysis, formulation, planning, and budget execution work. 5.1.2 Human Capital Technical Support:ย  provide unclassified technical assistance and analytical support to the Human Capital Planning (HCP) Team by maintaining a database which utilizes information currently stored in another information management system and performing administrative duties as requested. 5.1.3 CBO Financial Reporting:ย  provide management support to collect, evaluate and test financial data for several annual, recurring departmental reviews such as The Federal Managers' Financial Integrity Act (FMFIA).ย  5.1.4 Advanced Grid Research and Development (AGRD) - Technical and Analytical Support:ย  provide management and oversight support for select program areas, such as monitoring and tracking the progress of program goals, project reports and deliverables, funds costing, tracking schedule and milestone deliverables, and conducting trend analysis.ย  5.1.5 Transmission Permitting and Technical Assistance:ย  The Transmission Permitting and Technical Assistance Division (TPTA) leads the Department's efforts to provide technical assistance to States, regional entities, and tribes to help them develop and improve programs, policies, and laws that facilitate the development of reliable and affordable electricity infrastructure.

Senior Technical Energy Analyst Candidates shall work to support requirements for Program Supportย and primary role is to provide management and oversight support for the Department's effort to provide technical assistance to States, regional entities, and tribes to help them develop and improve programs, policies, and laws that facilitate development of reliable and affordable electricity infrastructure.

  • Collaborate and work with contractors, federal personnel, stakeholders, and other federal and government agencies.
  • Advise OE Program Offices, senior-management, and OE stakeholders on technical matters related to energy security, resiliency and survivability of critical energy assets and energy infrastructure.
  • Direct and control projects and tasks through completion according to established budgets and level of effort, schedule, and deliverable specifications.
  • Plan, execute, monitor, and complete work in accordance with the quality standards and requirements specified for all projects and tasks.
  • Manage contractor staff with diverse technical capabilities in support of complex projects such as conducting research on energy sector topics related to security and resilience and document results of the analysis to support decision making activities.
  • Write, prepare formal presentations, and provide program-level communicationsย  ย ย  ย  ย  ย  ย  ย  ย  ย  ย  ย 
  • Communicate clearly and concisely with excellent writing, editing, and presentation skills.

Qualifications

The Senior Technical Energy Analyst shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.ย  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

A Master's degree with ten years of experience and a minimum of five years relevant government consulting experience working with multi- disciplinary highly technical and analytical personnel as well as subject matter experts. The Senior Technical Energy Analyst must have specialized work experience in energy delivery, engineering, analytics, or electrical systems and infrastructure. Knowledge of National critical energy infrastructure protection programs is preferred. It is preferred that the Senior Technical Energy Analyst possess demonstrated experience and/or capabilities to coordinate with senior executives in DOE, the Federal interagency, and in the private sector energy sector. Government consulting experience is preferred.

May be required to obtain a current Top Secret (TS)/DOE "Q" or TS/Q Sensitive Compartmented Information (SCI) Clearance.

TRAVEL:ย  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.ย  LOCATION:ย  Work shall be conducted at the CONUS/OCONUS - Washington, DC
